Background

In 2012, UNDP began implementation of a rule of law program in the post-crisis area of Malakand Division, Khyber Pakhtunkhwa (KP).  Based out of Peshawar, the program is currently in the process of expanding its remit to include three additional districts in KP as well maintaining program activity in all 7 districts of Malakand Division.

The program is unique for having a 25% cost-sharing agreement with the KP Provincial Government for its entire budget, indicative of strong government commitment and partnership. The Program is funded by the Swiss Development Cooperation (SDC), Kingdom of Netherlands (EKON) as well as UNDP funding. Most recently, the EU has committed funds to the areas of policing and alternative dispute resolution (ADR), starting in 2015.

The Strengthening the Rule of Law Program (SRLP) is oriented around four main and reinforcing goals: (i) enhancing access to justice and legal aid; (ii) building the capacity of courts for greater service delivery; (iii) supporting ‘informal’ justice mechanisms to provide just and speedy services (e.g. ADR); and (iv) strengthening police and prosecution capacity.

As SRLP enters its third full year, the policing component of the Program will be deepened. Drawing from its first two years as well as regular consultation with the KP Police, SRLP will be looking at the following areas: (1) supporting improved policy and management of district level police stations; (2) gender-responsive policing (GRP); (3) community policing; (4) accountability; and (5) training/capacity building. All efforts are part of supporting the orientation of  police towards public service delivery in vulnerable areas of KP Province. It is with regards to this component that UNDP is currently in the process of recruiting a Specialist, Police Planning & Training, SRLP.

Reporting to the National Technical Specialist and working in close collaboration with him/her, the Specialist, Police Planning & Training  will provide comparative global expertise and support implementation of program activities in the following areas: police planning processes with a special focus at police station level; police training and capacity building; police data analysis systems; and accountability (internal and external). The Specialist will also support mentoring as part of reform efforts and be required to advise and support as needed on community policing (in coordination with Program’s Community Policing Specialist) as well as GRP. As part of the SRLP, the Specialist will be required to support monitoring and evaluation to track results and remain aware of sector developments, including but not limited to other donor engagements.

Duties and Responsibilities

Summary of Key Functions:

  • Strategic guidance and advice for the implementation of policing component of SRLP, with special focus on police planning processes, training, accountability and police data systems;
  • Implementation of policing component, ensuring strong results-based management and intra-program coordination;
  • Coordination and information-sharing with national partners and international stakeholders.

Strategic Guidance and Advice for Police Reform:

  • Provide guidance and advice in the areas specifically under his/her portfolio (e.g. police planning processes, training, accountability and police data systems) as well as broader areas concerning police reform as requested by SRLP management;
  • Specific advice on identifying entry points to achieve a mixture of short-term, medium-term results as well as laying the groundwork for longer term reform;
  • Ensure technical advisory and guidance work is in line with international good practice and adapted to local context;
  • Possesses the ability to analyze issues and interventions with a crisis-sensitive lens;
  • Contribute to the Program’s understanding of drivers and challenges for change and support strategies to overcome;
  • Invoke comparative experience from other contexts for best practices and lessons learned, particularly from police station level.

Implementation of policing component, ensuring strong results-based management and intra-program coordination

  • Ensure implementation of programming under his/her portfolio per the SRLPannual work plan and technical soundness of activities;
  • Undertake monitoring and evaluation within portfolio to track results and contribution to impact level change along with reporting;
  • Ensure regular programmatic engagement with all relevant stakeholders, ‘supply’ (government institutions) and ‘demand’ (e.g. community representatives as well as civil society;
  • Play critical role in raising profile of reform activities as part of ‘change messaging’, including though knowledge sharing and communication materials;
  • Promote innovation in implementation and draw from comparative experiences in other contexts as possible, particularly from police station level;
  • Strengthen intra-program coordination so as to capitalize on SRLP’s ‘justice chain’ approach;
  • Coordinate with operations colleagues to ensure delivery (e.g. finance, procurement colleagues).

Coordination and information-sharing with national partners and international stakeholders

  • Maintain strong coordination and working relationship with the KP Police, including regular consultation so as to ensure national partners are well informed of plans and can provide vital input;
  • Ensure awareness and participation in sector coordination, including representation in police-related working groups, donor meetings;
  • Contribute to the development of strategic relationships with key donors active in bi-lateral police reform, in close collaboration with the Senior National Policing Specialist;
  • Coordinate program activities with other UNDP initiatives in the Country Office as well as other UN agencies to develop inter-agency synergies;
  • Support and provide high-quality reporting to national partners and donors as required;
  • Perform any other tasks as assigned by SRLP’s Chief Technical Specialist for achieving program results.

The key results will have direct impact on the successful implementation of the Policing component of the Rule of Law Programme.

Required Skills and Experience

Education:

  • Advanced university degree in political science, security studies, public administration, international relations or a related field;
  • A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 7 years of progressively responsible professional experience in police reform in developing countries with preference for regional experience and crisis contexts, including experience in a senior position in an international development role in police reform;
  • Professional background as police officer in country of origin highly desirable;
  • Prior experience working for UNDP and knowledge of its programmatic structures and processes is strongly preferred; experience working for other parts of the UN system also an asset;
  • Experience in interacting with regional and international stakeholders/donors in a multicultural environment  .

Language Requirements:

  • Fluency (oral and written) in English required;
  • Knowledge of Urdu and Pashto a definite advantage.
