Background

Under the guidance and direct supervision of the Operations Manager of OHR, the ICT Associate provides leadership in execution of ICT services in OHR, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance OHR productivity. The ICT Associate promotes a client-focused, quality and results-oriented approach in the Operations Unit of OHR.

The ICT Associate supervises ICT support staff (if and when additional staff are recruited), works in close collaboration with the Operations staff, other OHR units (Copenhagen based staff, LRC) and OHR staff based in other HQ units for resolving complex ICT-related issues, and collaborates with other ICT Staff in OIST.

Duties and Responsibilities

Summary of Key Functions:

  • Provision of effective IT, connectivity and LAN support for over 100 OHR users;
  • Technical Infrastructure maintenance and support;
  • Provision of administrative support, serving as a custodian of OHR assets located in different buildings and on different floors; primary custodian of corporate OHR credit card and acting as alternate buyer of IT assets;
  • Backstopping of website management function and alternate OHR focal point for Share Point/Teamworks;
  • Facilitation of knowledge building and knowledge sharing.

Ensures provision of IT, connectivity and LAN Support focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards, guidelines and procedures for UNDP technology environment;
  • Operation of network utility procedures, configuring network printers, providing user access;
  • Trouble-shooting and monitoring of network problems;
  • Timely and efficient response to user needs;
  • Implementation of back up and restoration procedures for local drives, follow up on implementation of security measures;
  • Performance of other hands-on IT support as required by OHR.

Ensures provision of technical infrastructure maintenance and support focusing on the achievement of the  following results:

  • Installation of hardware and equipment, setup and maintenance of software packages, effective troubleshooting;
  • Provision of maintenance support of equipment and acquisition of hardware/supplies;
  • Provision of maintenance support for I-Phones and I-Pads of OHR users ensuring that the gadgets are upgraded and fixed as needed;
  • Assistance to all units in OHR with video conferencing arrangements and technology support for meetings, such as IT bridges, video/teleconferencing, Skype installations, etc;
  • Provision of support for OHR’s E-Infrastructure including setting up of desktop applications, Superoffice and other internal OHR archiving systems, Visio, Acrobat converters, communication protocol software, virus protection software;
  • Liaison with OIST on technological issues including upgrades, system backup functions, adopting new software and hardware standards and configuration;
  • Support to organizing interviews, including for Senior recruitments; organizing large scale events including annual retreat, and regular Town Halls for OHR staff located on different continents.

Provides administrative support focusing on achievement of the following results:

  • Primary custodian of OHR corporate credit purchase card, preparation of monthly accounts;
  • Primary custodian of OHR credit account with Amazon and magazine subscriptions for OHR;
  • Solely accountable as Assets Manager of OHR assets located in different buildings and floors, ensuring cleaning of assets, year end certification of assets report, management of removal and disposal of assets;
  • Provision of advice on and assistance in procurement of new equipment for OHR, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids. Buyer profile in Atlas;
  • Maintenance of billing with the provider of I-Phones and I-Pads directly, negotiations with the vendor on the revised fees and packages to ensure savings (specifically on international roaming);
  • Maintenance of an up-to-date inventory of software and hardware;
  • Maintenance of the stock of supplies and spare parts in cooperation with the Procurement Unit ensuring safe custody of OHR assets;
  • Liaison with OAS on asset management issues, including tracking of OHR computing resources in ATLAS.

Ensures efficient backstopping of website management function and acts as an alternate focal point for Share Point/Teamworks focusing on achievement of the following results:

  • Maintenance, update and publishing of web pages including HR User Guide working in coordination with HR Specialist as needed;
  • Ensure web pages meet corporate/branding specifications;
  • Posting information and activating links;
  • Testing site and ensure downloads/links work;
  • Review of the existing pages for inactive links;
  • Removing time-bound pages;
  • Timely update of OHR email networks and focus groups, estabslishing and removing email accounts of OHR users.

Ensures facilitation of knowledge building and knowledge sharing in OHR focusing   on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Organization of trainings for the OHR staff on ICT issues;
  • Maintenance of staff training profiles;
  • Synthesis of lessons learned and best practices in ICT;
  • Sound contributions to knowledge networks and communities of practice.

Continuity and functioning of business processes in OHR is highly impacted by efficient maintenance of hardware infrastructure and supporting software operating systems in accordance with UNDP corporate standards. Rapid access to information by UNDP globally to web-based policy guides, information and systems and ensuring Intranet and Portal content is essential to efficient HR organizational function.

Required Skills and Experience

Education:

  • Secondary Education and formal trainings on IT systems, business software (Microsoft office, Visio, ERP/Atlas), and web based applications;
  • University Degree in Computer Science is desirable, but it is not a requirement.

Experience:

  • 7 years of working experience in network administration and use of hardware/software, telecommunications facilities, knowledge of database packages, ERP systems and experience in web design.

Language Requirements:

  • Fluency in written and spoken English;
  • Knowledge of another UN language is an asset.
