Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the commonly known as A2I programme, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

‘Access to Information II – e-Service delivery for transparency and responsiveness’ is going to recruit an IT Manager who will responsible to provide expert advice in technological issues of the government-wide e-services under the supervision of Director (e-service). S/he will provide advisory to capacity development by coaching government ICT focal points on all issues related to ensuring proper function of the e-service system.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.

Duties and Responsibilities

Summary of Key Functions:

  • Provide advisory to technology team to develop and design different system for technology solutions.
  • Provide expert advice and services in technological issues for e-services to the Government agencies
  • Provide advisory to capacity development by coaching government ICT focal point on all issues related to ensuring proper function of the e-service system   
  • Closely work with different e-Service development projects in relevant ministry/directorate when necessary
  • Provide advisory in developing policies and prepare budgets for technology solutions.

Perform other related duties and responsibilities as and when required assigned by project management

1. Provide expert advice and services in technological issues for e-services to the Government agencies

  • Identify innovative ICT initiatives of the Government agencies
  • Review technological aspects of the innovative initiatives
  • Conduct consultations with the relevant Government agencies regarding the shortcomings of the e-Services
  • Provide advisory to technology team to develop and design different system for technology solutions.
  • Identify and describe in detail specific software applications that need to be developed for each offices to enhance efficiency of work processes.
  • Develop specifications and architectural requirements of the features and specifications of the software applications

2. Provide advisory to capacity development by coaching government ICT focal points on all issues related to ensuring proper function of the e-service system

  • Conduct regular consultations with the government ICT focal points to increase their capacity
  • Provide advisory for ensuring proper function of the e-service system by coaching government ICT focal point
  • Define requirements of databases for optimal storage and retrieval of data
  • Design the system architecture and plan for integration of the databases
  • Define plans for data standardization

3. Closely work with e-Service projects in relevant ministry / directorate when necessary  

  • Provide technological inputs to Director (e-Service) for indentifying best e-Service projects
  • Provide guidelines in developing policies and prepare budgets for technology solutions.
  • Coordinate a team working for technology solutions in e-Service component of the project.
  • Provide technological guidance to the relevant ministry/agencies for smooth completion of their e-Service initiatives.
  • Conduct a business process analysis of the work systems and procedures existing in the three divisions which will include identifying and mapping the systems, evaluating these to determine how they could be improved with the help of ICT systems to optimize e-government
  • Prepare e-readiness matrix and identify sustainability issues
  • Conduct a review of existing ICT systems in place and identifying which are being used to what extent
  • Identify and detail out information and data requirements
  • Determine and define systems for interconnectivity and interoperability
  • Determine issues and define systems for data exchange, security and backup
  • Define issues of Data access, control and audit
  • Define standard interfaces that make it easier for applications to work together and to share information
  • Define categories of users, authorization and levels
  • Produce an end user needs analysis
  • Prepare and deliver reports covering all the points mentioned above.
  • Monitor vendor’s activities regarding systems design, development and deployment

Required Skills and Experience

Education:

Master's degree in Information and Communication Systems, Computer Science, Management Information Systems, Development Studies with specialization in technology management

 Experience:

  • At least 10 years of experience in large scale software deployment as well as in design, development and integration of object oriented programs, web services, multiple development languages (Java, .Net, OWF, Perl, etc)
  • Foreign experience and working experience with ICT/ICT for development issues will be desirable.
  • Thorough knowledge regarding the development and implementation of National e-governance vision strategy will be an added advantage.
