Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women (UNW) will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Objective:

To support specific research activities (specifically in the gender and climate change programmatic area) and coordination priorities of UN Women Bangladesh.
Under a matrix arrangement of supervision between the Country Representative and the Coordinator, Gender and Climate Change the consultant will support the production of high quality research products for the purpose of furthering knowledge within the programmatic areas, especially gender and climate change, and influencing policy, programming and mobilizing resources.
The second objective is to support UN Women’s coordination mandate including by working with UN gender focal points and agency gender advisors to support their increased knowledge, skills and capacity to integrate gender equality into the next UNDAF and their agency specific development initiatives.

Duties and Responsibilities

Specific Tasks:

Research Assignments: 50%           

  • Provide technical support and manage the Study on economic cost of gender blind CCA;
  • Technical support for the study of gender response in Union Disaster Management Committee initiatives (in partnership with BCAS);
  • Develop concept note/ proposal for resource mobilization on the topic of women’s economic empowerment, specifically on resilient and empowering livelihoods (in partnership with specialized local consultant);
  • Coordinate knowledge products for COP21.   

Coordination Assignments: 50%     

  • Support knowledge management vis-à-vis the progress made on gender equality under the UNDAF, securing inputs from the Bangladesh CO team and partners;
  • Technical inputs to promote integration of gender equality in UNDAF roll-out, particularly on themes of environment, climate change, DRR, resilience and economic empowerment;
  • Complete mapping (through short questionnaires and/or interviews) of skills, knowledge and capacity of gender focal points and agency gender advisers to effectively integrate gender equality in UNDAF roll-out and development initiatives, and identify gaps to be addressed;
  • Coordinate design and implementation of seminars and workshops to build knowledge, skills and capacity of UN gender focal points and advisors (based on mapping exercise and identified tools needed). Give particular focus to (1) capacities needed to integrate gender equality analysis in UNDAF evaluation, situation analysis and development of the new UNDAF, and (2) support to engendering development interventions on environment, climate change, DRR, resilience and economic empowerment.

Deliverable ( Research):

Costing gender blind CCA

  • Two-day workshop (30-31st March) on costing of gender blind climate change action successfully facilitated;
  • Briefing note and content related support provided for seminar (1st April) on costing gender blind climate change action;
  •  Provided technical input on study methodology provided to lead author of the study;
  • 3-4 page concept note on study prepared for use for resource mobilization.

Union Disaster Management Committees

  •  Technical inputs provided to BCAS to finalize the methodology for gender sensitive data collection and data analysis;
  •  Inputs provided into production of the final research report.

Concept note – Women’s Economic Empowerment

  • Outline of concept note based on existing evidence from gender and climate change project findings, current work on women’s economic empowerment and Gender, Trade and Green Growth Regional Study;
  •  A short draft of concept note (10 pages), in collaboration with a national consultant for new programme (resilient and empowering livelihoods) and recommendations to UN Women for how to take this draft forward;
  •  Organized a full day brainstorming session with UN Women and potential partners to discuss and finalize concept note;
  • Finalized concept note to be submitted.

Contributed to the regional research on gender and DRR/CCA

  •  Technical inputs provided to the draft and final reports as part of the peer review panel for the regional gender CCA/DRR study.

COP 21 – Knowledge Products

  •  Produced one knowledge product and a social media package for Gender and Climate Change team for COP 21 in Paris.

Coordination

Facilitate UNDAF Evaluation

  • Contributed to the UNDAF evaluation process which reflected gender equality in relevant sections of the review report;
  • Successfully coordinated with UN agencies on behalf of Country Representative.

UN Gender FPs/Advisors Capacity Mapping

  •  Report on Capacities for gender analysis/gender mainstreaming among GFPs/agency Gender Advisor;
  •   Recommendation for capacity building in support to 1) UNDAF follow up and 2) UNCT follow up;
  • Short Report on effectiveness of the training and for the next steps;
  • Workshop(s)/Seminar(s) completed as agreed based on recommendation.

Travel

  • Travel in Bangladesh or the region which would be reimbursed at UN DSA rates.

Required Skills and Experience

Education:

  • Masters degree in social science, international development, gender studies.

Experience:

  • A minimum of 3 years’ experience working on and/or researching gender and development; a specific focus on gender and environment/climate change is desirable;
  • Demonstrated experience in research design, implementation, analysis and documentation;
  •  Experience in building capacity for gender sensitive research and building capacity to integrate gender equality in development interventions;
  •  Knowledge of gender analysis (theory and practice);
  •  Knowledge of Bangladesh context is an asset.

Language:

  •  Excellent command of English – written and oral.
