Background

Partners for Prevention (P4P) is a UNDP, UNFPA, UN Women & UNV regional joint programme for the prevention of violence against women and girls (VAWG) in Asia and the Pacific. P4P supports and promotes efforts to prevent VAWG in the region and to work with boys and men, girls and women to transform social inequalities and promote non-violence. P4P has just entered a four year second phase (2014 – 2017) during which it is supporting the design, implementation and monitoring and evaluation of localized VAWG prevention interventions in Bangladesh, Cambodia, China, Indonesia, Papua New Guinea and Viet Nam. Phase 2 will also enhance institutional capacity at the local and regional levels for sustainable programme and policy development to transform harmful masculinities and eliminate VAWG.

P4P is providing support at the national level to its UN agency partners in Viet Nam to build capacity to deliver violence prevention activities.

Viet Nam’s Context: VAWG and primary prevention

Gender-based violence (GBV), and VAWG in particular, is a serious concern in Viet Nam. The common forms of GBV are physical violence, sexual violence, emotional abuse, economic abuse and human trafficking. The National Study on Domestic Violence shows that 58% of ever-married women aged 18-60 reported that they had experienced some form of violence at least once in their lifetime by their husbands or intimate partners (GSO, 2010). The root causes of GBV and VAWG are gender inequality and male domination. The economic cost to society is high as there are costs related to income, services and productivity. The productivity loss due to DV is estimated at 1.78% of the total 2010 GDP of Viet Nam.  But the social costs are even higher as GBV has a substantial impact on the social cohesion and resilience of communities and hence on economic growth and poverty reduction (UN, 2012).

Vietnam has become more proactive in addressing GBV since relevant policy frameworks have been put in place. Although Vietnam has enacted the Gender Equality Law (GEL) (2006) and the Domestic Violence Law (DVL) (2007) coupled with a great variety of policies and programmes, there are gaps in implementation. A great number of agencies put their effort to implement different interventions including many advocacy and communication events/activities to advocate for addressing masculinity in GBV prevention and also mobilize men and boys actively participating in addressing VAWG, but these efforts are still fragmented. In 2012, UNFPA and UN Women jointly organized a workshop on primary prevention programming focusing on engaging men and boys sharing the research findings of research on masculinities and violence supported conducted under by Partners for Prevention with relevant Government partners, UN agencies, and NGOs, research institutions. Recommendations of the workshop on the need to work with men and boys in GBV/ VAWG prevention have been taken into account by Government partners, UN agencies, and NGOs, research institutions. There has been an increasing willingness to integrate a new approach to work with men and boy into intervention programmes. Engaging men and boys to promote nonviolent, gender equitable attitudes is increasingly recognized by major global health organizations as a critical public health strategy to reduce violence against women.

Currently, UNFPA, UN Women and other UN agencies have been supporting Government partners at the national level to strengthen the capacity for key Government partners at central level, such as the Ministry of Health (MOH), the Ministry of Labour, Invalids and Social Affairs (MOLISA), the Ministry of Culture, Sports and Tourism (MOCST) and Social Organizations to prevent and address GBV.  UNFPA and UN Women are also supporting MOLISA to develop a National Plan of Action on GBV 2015-2020.   At the local level, Da Nang, Hai Duong and Ben Tre provinces have been selected to pilot prevention intervention models on GBV to provide recommendations for nationwide application.

In this context, P4P is seeking for an international expert to design and deliver a three-day training workshop on how to engage men and boys in primary prevention of VAWG for key stakeholders in May 2015.

Duties and Responsibilities

Objectives of the assignment

The successful consultant is expected to develop a training agenda and materials and to deliver a 3 day workshop in Hanoi to the members of national DVPC network.

Specifically the consultant shall:

  • Design and deliver a training agenda, facilitators notes and a pre/post workshop evaluation;
  • Design training materials (in consultation with P4P, UNFPA and UN Women Viet Nam) on how to engage men and boys to prevent and eliminate VAWG;
  • Facilitate and deliver a 3-day training to members of the DVPC network and other key stakeholders;
  • Develop a brief post-workshop report on training outcomes.

The training should use active and adult learning methods to deliver training content, encourage sharing practical experiences and views, and allow participants to apply the new knowledge and skills through diversified exercises.

It is expected that after the training participants will have:

  • A shared understanding on the roles of men and boys in primary prevention of VAWG;
  • Strengthened capacity to use approaches/techniques and tools to engage men and boys in primary intervention of VAWG;
  • Exchanged practical experiences on primary prevention programmes in Viet Nam;
  • Developed concrete plans, including SMART goals and participatory M&E for the involvement of men and boys in primary intervention of VAWG.

Scope of work

The successful consultant will develop training materials on how to engage men and boys as strategic partners, allies and as potential victims to prevent and eliminate VAWG. The consultant will be expected to lead and facilitate a three-day training workshop with members of national domestic violence prevention and control (DVPC) network and other relevant stakeholders who work on GBV using these materials to enable effective structural, awareness and behaviour changes. The training will be delivered to approximately 40 participants from the DVPC including  government partners (Ministry of Labour, Invalids and Social Affairs - MOLISA, Ministry of Culture, Sports and Tourism - MOCST, Ministry of Health - MOH, Ministry of Public Security - MPS, Ministry of Justice - MOJ, Viet Nam Television - VTV), mass organizations (Viet Nam Farmers’ Union, Vietnam Women’s Union, Viet Nam Youth’s Union), the UN (UN Women, UNFPA, UNV, UNDP), NGOs (PyD, CSAGA) and interested agencies working in the field of VAWG prevention in the country. The training will be held in April 2015.

Expected outputs/deliverables:

  • Training agenda, facilitators notes, and pre- and post-workshop evaluation developed;
  • Training materials developed;
  • 3-day-training facilitated in Hanoi, Vietnam;
  • Post training report completed.

Key Tasks:

  • Develop draft training agenda and training materials by 18 March, 2015 (3 weeks before training is conducted) (2 working days).
  • Feedback from P4P, UNFPA, UN Women, MOCST, and MOLISA by 25 March, 2015;
  • Finalize training modules and materials, proposed facilitation methods with P4P, UNFPA, UN Women,  MOCST, and MOLISA by 30 March, 2015 (5 days before training is conducted) (3 working days);
  • Facilitator’s meeting in Hanoi the day before the training by 13 April, 2015 (1 working day);
  • Conduct the training, including a pre/post training evaluation from 14-16 April, 2015 (3 working days);
  • Post-Training Report by 24 April,2015 (one week after the training) ( 1 working day).

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development related disciplines, gender issues, behavioral sciences, health education, anthropology, social worker or other social sciences related field

 Experience:

  • A qualified practitioner with minimum 5 years of international working experience in formulating and implementing intervention programming on GBV/VAWG, particularly with knowledge and hands-on experience with working with men and boys to transform masculinities to promote non-violence and equitable relationships among men and women;
  • Experience in conducting trainings on GBV/VAWG, especially engaging men and boys into prevention GBV will be an asset;
  • International work experience and/or experience working in Asia, especially in Viet Nam would be an asset;
  • Previous experience with United Nations agencies in Viet Nam is desirable;
  • Demonstrated capacity to be innovative and flexible.

Language:

  • Fluency of English language is required;
  • Knowledge of Vietnamese would be an asset.

Price Proposal and Schedule of Payments

The consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. Payments shall be made based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

If the consultant is not based in Hanoi, P4P will cover travel costs to Viet Nam as well as visa, terminal fees and a daily subsistence allowance to deliver the training.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Evaluation:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

Technical criteria for evaluation (70% ; maximum 500 points):

  • Criteria 1 : Years of hands on experience related to services (65%) - maximum 325 points;
  • Criteria 2 : Qualification, Expertise and Availability (35%) - maximum 175 points.

Only candidates obtaining a minimum of 350 technical points (70% of total technical points) would be considered for the Financial Evaluation
