Background

The project will support the country’s efforts on GHG reporting and management through the outcome and outputs targeted to be achieved by implementing the proposed activities. It will draw on the results of the past and ongoing initiatives to identify and select appropriate approaches to design the most feasible programme for the country.  The project will focus on companies and other organisations in Malaysia. The accounting and reporting will cover the six GHG governed by under the Kyoto Protocol, i.e. carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride. Prioritisation on pilots will first be done during the inception phase and later be reviewed for a decision to ensure the necessary buy-in and ownerships of the targeted organisations.

The Project aims to advance GHG reporting and management by organisations in Malaysia, particularly those in the private sector. The objectives are to establish the framework to support GHG reporting by organisations in a standardised and internationally recognised manner as well as to mobilise and sustain participation of organisations in the long term. The outcome targeted is GHG reporting and management system that contributes to national mitigation initiatives and sustainable development goals. There are three specific Outcomes as follows:

  • Outcome 1: Implementation framework and supporting instruments for the reporting programme is established;
  • Outcome 2: Outreach and capacity building strategy is designed and implemented;
  • Outcome 3: Pilot programme is conducted.

The following shows the outcome, outputs and underlying activities of the proposed project to be achieved:
Outcome 1: Implementation framework and supporting instruments for the reporting programme is established.
Institutional framework on NCGRP is strengthened:

  • Develop framework and guidelines with key stakeholders;
  • Support the establishment of national NCGRP repository and database center;
  • Build capacity of key agencies to operationalise the GHG reporting methodologies in consultation with key stakeholders;
  • Identify and support in developing appropriate enabling mechanism (including fiscal and financial incentives), and regulatory framework to ensure regular submission of disclosure information;
  • Facilitate institutionalisation of GHG data disclosure;
  • Develop sustainable framework on GHG disclosure data collection system from companies including the possibility of establishing necessary bills/acts where required;
  • Design a periodical review system for continuous improvement of the NCGRP.

Outcome 2: Outreach and capacity building strategy is designed and implemented.
Increased awareness on NCGRP among GLCs and private sectors:

  • Develop relevant mechanism and tools in support of public and private sectors government agencies to measure and record GHG emission of their mitigation actions;
  • Develop communication strategies to promote widespread adoption of NCGRP;
  • Develop training manual/ guidelines in collaboration with relevant government agencies and center of excellence;
  • Prepare and disseminate relevant outreach materials and policy papers on NCGRP;
  • Conduct regular dialogue and workshops in support of continuous interfacing of different stakeholders.

Outcome 3: Pilot programme is conducted.
 Pilot NCGRP in the selected companies:

  • Determine criteria for prioritisation of pilot NCGRP;
  • Prioritise high impact sectors and activities for demonstration;
  • Adoption of at least three (3) NCGRP within GLCs or private sectors;
  • Sharing on methodologies of disclosing GHG information for replication of ten (10) more companies.

Duties and Responsibilities

This is a short-term consultancy position of maximum 1 year contract.  The Coordinator will provide technical and management support to the My CARBON programme in the implementation of relevant activities.  He/She will be located in Ministry of Natural Resources and Environment (NRE), Putrajaya. The tasks to be covered will be as follows:

  • Support the day-to-day management of the My Carbon programme as stated in the project document;
  • Archiving of data and information and linking with the available NRE’s ongoing project (i.e. Third National Communication/Biennial Update Reports project and the Low Emisson Capacity Building Project);
  • Liasie with relevant stakeholders (public and private sectors) in the efforts to systemise activity data collection process and reporting for 2015 My Carbon awards. The person is responsible in following up with the various focal points  in ensuring a timely and quality submission of reports inline with the established GHG corporate reporting procedures;
  • Organise and maintain records of brainstorming and consultation of events;
  • Update My Carbon webportal including its databases and reporting structures;
  • Lead and provide necessary follow ups including monitoring and reporting on the fiscal and financial incentive provided to the My Carbon reporters by Ministry of Finance;
  • Maintaining financial records and FACE forms inline with the agreed procedures;
  • Conduct other duties assigned by MNRE and UNDP Programme Manager related to continuation of My Carbon programme (especially in synchronizing with the outcome of the 11 Malaysia Plan);
  • Provide M&E periodical reports and financial transaction inline with the Annual Work Plan and UNDP procedures.

Methodology

The methodology includes desk research, consultation and meetings with relevant stakeholders, and discussions with NRE and UNDP Malaysia.

Expected Outputs

The coordinator is expected to:

  • A workplan on the most effective approach for the above implementation;
  • Monthly report on updates on the above activities. Reporting format to be finalized suring the inception phase/workplan submission phase;
  • Submisison of the Mid-year progress report to UNDP;
  • A final report cum project closing report and the Annual Project Report that includes aggregated analysis, policy uptakes, discussion and presentation materials and reports for meetings, workshop and consultations with stakeholders.

Duration

  • The Coordinator is expected to be hired from 15 April 2015 to 14 Feb 2016 (10 month).

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by the NRE and UNDP Malaysia. Required Skills and Experience

Education:

  • Minimum Bachelor’s degree in Science, Business, Engineering or any other related field.

Experience:

  • Three (3) years of working experience in the field of environment, climate change or energy;
  • Experience in project management;
  • Experience in coordinating a government-link programme in Malaysia is preferred;
  • Experience in conducting research, analysis and generating reports in GHG analysis, climate studies, energy efficiency is preferred;
  • Experience in working with private sectors,  public agencies, research institutions and UNDP is preferred.

Language Requirements:

  • Fluency in written and spoken English and Bahasa Malaysia is a must.
