Background

The project will support host and refugee communities through the implementation of sound basic urban services projects, with priority to provision of durable water and sanitation solutions, including water network improvements, increasing water supplies, grey and black water treatment, as well as reducing contamination of water sources. This will involve local actors such as municipalities and Water Establishment Offices. It will also reduce the level of tension between host population and refugees resulted from the huge demand on basic services through the implementation of priority projects.

The goal of the project is to respond to the immediate needs of Syrian refugees and host communities in different areas of Lebanon while laying the foundation for medium and long term sustainable solutions.

Duties and Responsibilities

UN-Habitat wishes to make a long-term agreement with a Civil Engineer/WatSan Expert for the South and Mount Lebanon. The expert shall provide technical support through the development of technical assessments, cost estimation, specs, and site visits of potential infrastructural projects. The required tasks will be fulfilled under direct supervision of the UN-Habitat Programme Manager. The Expert is expected to submit periodic reports.

Expected Outputs and Deliverables:

Upon request of the Habitat Project Officer (HPO), and in close coordination with Habitat WASH Engineer, the Expert shall proceed with the requested tasks within agreed upon timeframe.  In this respect, the Expert is expected to execute the followings upon the UN-Habitat request:

  • Conduct assessment for complex infrastructural projects;
  • Advise UN-Habitat on appropriate technical solutions for identified WASH problems;
  • Participate in the evaluation panel to assess offers related to WASH projects;
  • Develop, upon request from HPO the design and BOQs of identified projects.

Institutional Arrangement:

  • The Expert will work under the direct supervision of the HPO and in close coordination with the Wash Engineer;
  • For each requested consultancy, the Expert shall submit a brief report indicating accomplished tasks and recommended steps forward.

Required Skills and Experience

Education:

  • Graduate degree in Civil Engineering.

Experience:

  • Relevant experience of not less than 10 years in the sector of water and sanitation;
  • Previous experience with UN agencies is an asset;
  • Previous experience working with local authorities

Languages:

  • Excellent writing, editing and oral communications skills in English and Arabic;
  • Spoken French knowledge is an asset.
