Background

Under the overall guidance and supervision of the PMO in the Regional Office for Latin America and the Caribbean, the Finance and Administrative Management of the Project works in close collaboration with the operations and programme teams in the Country Office and the local government capacity ensuring successful implementation of UPP project in Rio de Janeiro.

Duties and Responsibilities

Finance and Administrative Management of the Project will be responsible for the following duties:

Finance and Administrative Management of the Project

  1. Under the substantive guidance of the Senior Human Settlements Officer SHSO in charge of Brazil, the Finance and Administrative Management of the Project works with the Instituto Pereira Passos (IPP) in the Municipality of Rio de Janeiro to facilitate the development, implementation and evaluation of the project UPP Social; monitors and analyses administrative and financial aspects of the project development and implementation; reviews relevant documents and reports; identifies problems and issues and brings the  attention of the PMO ROLAC with proposed actions; liaises with relevant parties (ROLAC, Municipality of RJ, Instituto Pereira Passos and the community); identifies and tracks follow-up actions.
  2. Participate in the project work plan preparation with particular emphasis to the administrative and finance functions of UPP Social project in Rio de Janeiro. This activity includes preparing the budget and monitoring the project expenditures according to the budget and the work plan as approved by Director ROLAC.
  3. Review systems and internal controls, ensuring promotion of optimal and soundest use of financial resources for project effective delivery.
  4. Advise local project staff and counterparts on financial management and promote awareness of financial budget toward project delivery.
  5. Certify the project consultant contract requests and local partners within the ROLAC established procedures for country programmes/projects and ensures payment within local established banking procedures. This activity includes monitoring the consultants’ performance in order to advice the project director regarding HR management.
  6. Analyse its administrative services needs to support specific business operations.
  7. Liaise, Monitor and follow-up the support services of UNON and other relevant departments in regard to administrative and financial aspects of the project.
  8. Review administration of project procedures and ensure that effective (UN compliant practices are in place), update systems as required, collaborating with other staff members, ensure systems are used and ensure monitoring controls are in place.
  9. Assist the General Coordination of the project on Finance and Administrative issues.
  10. Manage information between UN HABITAT and IPP.
  11. Draft correspondence as appropriate to ensure smooth implementation of projects.
  12. Control the project petty cash management and assure the timely replenishment
  13. Follow up the requests for office stock requisitions and ensure sufficient stocks are in place.

 

Project Monitoring and Evaluation

  1. Assist the review of Project budget revisions, verify availability of funds for project work plan, and initiate necessary approval process. This activity includes initiating budget data entry in IMIS/UMOJA and PAAS and periodical download of delivery status report for analysis.
  2. Verify status of delivery of the Agreement of Cooperation with UPP Social projects and preparing all payments in local currency or its conversion when appropriate according to delivery. Preparing periodical Financial Reports for project UPP Social, for monitoring purposes and final reports for project evaluation.
  3. Maintain accurate records of financial status of recruitments, sub-contracts and payments to monitor work plan delivery. This activity includes maintaining accurate data entries in IMIS UMOJA and PAAS, as well as maintaining systematic project files and records.
  4. Participate in project monitoring meetings with UN Habitat Brazil country team, with IPP, government counterparts and stakeholders to address/negotiate management issues when required and in the project management committee representing UN Habitat.
  5. Liaise with other UN-HABITAT/UNON divisions regarding systems maintenance and development is support of project implementation, monitoring and evaluation.

Required Skills and Experience

EDUCATION

  • Degree in Accountancy, Finance or Administration is essential
  • Post graduate certification as a Chartered Accountant or CPA is desirable.
  • Good computer skills and knowledge of ERP systems.
  • Knowledge of IMIS is an asset.

WORK EXPERIENCE

  • 3 years of progressive experience in accounting, audit, programme or project operations/administration IN BRAZIL.
  • Previous experience in an International Audit firm, UN or other International Organizations is highly desirable

LANGUAGE SKILLS

  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, command in oral and written English and Portuguese are essential.
  • Knowledge of another official United Nations language is an advantage.
