Background

UNDP Independent Evaluation Office (IEO) and the Government of Thailand are co-hosting the fourth International Conference on National Evaluation Capacities. In order to facilitate the organization of this conference, a web platform will be established for collaboration and dissemination of information on National Evaluation Capacities.

Framework of the website

The NEC web platform should be developed using a modular framework in Drupal 7.0 content management system. The main module will be provide information on National Evaluation Capacities as a whole and the conference module will provide conference specific information.

Independent Evaluation office will provide site hosting information. Site should be developed using the content management system Drupal 7.0 and MySQL.

Duties and Responsibilities

Main Deliverables

Fully functional website for National Evaluation Capacities;
Detail technical documentation; and
System support - three weeks spread over the period of 7.5 months after the final launch of the website.

Site Requirements

Design: Site should have crisp and attractive design and should be very easy to navigate with visuals and text. Site design should be very modern and should make good use of web site real estate.
Social Media: Site should have social media features such as option to display tweeter feed and share site and posted documents using social media tools such as Facebook, tweeter, LinkedIn etc.
Audio Visual: site should allow live video streaming feed. There should also be option view archived clips and photos of past session. There should be a photo library for the events.
Announcements: Front page should provide options to post announcements such as ‘Call for Abstracts’. This should show up in the front page only if there is an announcement to be made.
Registration: there should an online registration feature for participants. There should be an option to make this registration by invitation only.
Programme: Conference module should have an agenda page. Agenda page should be easy to print or download
It should be easy to add pages with the conference module so that other logistical information can be added easily
There should be a document library within the conference module to upload papers and presentations for the conference.
Document library should have option to tag by type, country, author, language etc.
Migrate document from previous conference websites (NEC 2013, 20011, 2009)
Participants list should be available to registered users only.
IEO should be able to make certain fields such as (contact information) private to IEO only.
This site should provide linkage to the external payment processing system for payment of registration fee for NEC Conference.
Site Admin: Content areas of this site should be manageable from the Admin page. Site admin should be able to update all areas of this site.

Timeline

Site design mock up ready within one week;
Site development two weeks;
Site testing and launch one week;
System support 3 weeks spread over the period of 7.5 months.

Competencies

Demonstrated knowledge of programming web application using PHP, JavaScript, CSS, HTML5, JQuery, and MySQL;
Skilled in graphic design software such as Adobe Photoshop and Adobe Illustrator;
Demonstrate professional competence and expert knowledge of the pertinent substantive areas of work; and
Demonstrate and safeguard ethics and integrity.

Required Skills and Experience

Education:

Completion of secondary education is required.

Experience:

Minimum 3 years of experience is developing Drupal content management system;
Experience in Drupal 7.0
Minimum 2 years of web design experience.

Language:

Fluency in English is required.
