Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women will lead and coordinate United Nations (UN) System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The scope of work of the consultant requires experience and in-depth understanding of gender equality and women's empowerment issues in the LAC region. Under the supervision of the LAC Regional Director, the consultant is expected to develop a regional companion piece for the Global Flagship Report: Progress of the World´s Women, in consultation with relevant local and regional figures in Latin America and the Caribbean, as well as the Progress team in UN Women Headquarters. The process of the preparation of the report will benefit from the support of a dedicated peer review group.

Duties and Responsibilities

Under the supervision of the Regional Director, the Consultant will be responsible for the following: 

  • Submit a proposed methodology and outline for the Regional piece, taking guidance from the Global Progress team to ensure alignment, while avoiding duplication of efforts;
  • Analyze and further disaggregate relevant datasets already available from work to date on Progress of the World´s Women global edition to highlight country and regional specific information;
  • Identify data gaps (if any) that are crucial to the region which may be realistically supplemented in the given time-frame;
  • Identify major trends apparent in the region and in sub-regions, while remaining on message with the Global publication, and muster data and evidence to support the assertions;
  • Identify additional case studies of promising practices not included in the Global publication, particularly government practices and programmes that are delivering positive results for women´s economic empowerment in the region;
  • Ensure even coverage and a balanced presentation of data and analysis from countries and sub-regions in Latin America and the Caribbean;
  • Identify region-specific policy messages that are also in line with the overall policy prescriptions of the Global publication, based on evidence assembled;
  • Submit draft report for peer review;
  • Using existing graphic standards in the Global publication, ensure graphic representation of datasets and work with designer to ensure these are included in the overall publication;
  • Approve translation of final report (Spanish) to ensure accuracy;

(*) eventual costs of missions will be directly financed by UN Women. Therefore, this kind of expense should not be included on the financial proposals to be submitted.

Required Skills and Experience

Education:

  • Minimum: Master's degree (or equivalent) in Economics or related field.

Experience:

  • A Minimum of 10 years of progressively responsible experience on gender and economics issues, preferably with 5 years experience in the area of Gender Equality and Economics in the LAC region;
  • Substantial publication record in the field of economics and gender equality in the LAC region;
  • Proven experience in having written effective evidence-based advocacy materials (not merely academic publications) including through the use of quantitative analysis;
  • Familiarity with current or previous editions of Progress of the World´s Women is an asset.

Language Requirements:

  • Fluency in written and oral Spanish and English.
