Background

The Joint Migration and Development Initiative (JMDI) reflects the acceptance and growing interest in the strong links between Migration and Development (M&D) and aims to support actors active in this field to effectively harness the potential of migration for development. The programme is implemented by UNDP in collaboration with the IOM, ILO, UNHCR, UN WOMEN, UNFPA and UNITAR. The first phase of the programme ended in December 2012 and since then, the JMDI has embarked on Phase II which seeks to further develop its existing knowledge management platform, the M4D Net, and to adjust it to the needs of its existing members and new principal target group - local authorities-, and to continuously attract practitioners working in the field of migration and development around the world. Consequently, the JMDI hired a service provider to create a new improved website according to the terms of reference in Annex 1.1 which is near completion. The website has now undergone a quality and technical assessment to establish what remains to be finalized. The JMDI is now recruiting a consultant to finalize and launch the website.

Available in English and French, the M4D Net website is a vital component of the JMDI and forms an integral part of activities undertaken in relation to:

  • Networking migration and development practitioners globally and maintaining a virtual community of practice with a view to promote dialogue and discussion with direct application to participants in their daily work;
  • Sharing knowledge and extracting and promoting good practices in the field of migration and development;
  • Building capacities of local authorities and civil society organizations in the field of migration and development through peer support and tailored knowledge products.

Duties and Responsibilities

The JMDI requires a Web Developer specializing in Drupal web software to finalize and launch the new website as well as provide a technical manual and training to the JMD Programme Management Unit on content management.

The selected expert will – in  close consultation with the JMDI project team – finalize each phase with the due deliverables as outlined below in the description of responsibilities and in more detail in Annex 1.1. The expert will be provided with all necessary documentation and support to guide the expert to finalize the website according to the requirements of the JMDI.

Deliverable/Output 1:

  • Phase 1: Refine the structure and design of the website;
  • Phase 2: Ensure all web functionalities are installed;
  • Phase 3: Finalize all content in the English version.

Deliverable/Output 2:

  • Phase 4: Create the French and Spanish versions (content will be provided by UNDP);
  • Phase 5: Provide training to JMDI PMU through video conferencing and short descriptive manual

The expert will be expected to:

  • Finalize all phases of the website;
  • Provide a short written manual of instructions for main functionalities and content to be managed by the JMDI staff;
  • Provide a short training session by video conferencing for JMDI Programme Management Unit.

Required Skills and Experience

Education:

  • Bachelors’ degree (or higher) in Computer Science, Information Systems, Information Management or related discipline.

Experience:

  • At least 3 years' experience in web/ software development and technical support at the national or international levels required and specific UN work experience would be an asset;
  • Have a proven record of Drupal and PHP development of at least 2 years;
  • Proven experience in MySQL administration;
  • Experience and advanced knowledge in web design using: HTML, XHTML, CSS, XML, XSLT, Flash, Java and ability to setup and interact with web services (both SOAP/XML and JSON);
  • Experience and advanced knowledge in open source CMS (Content Management System) installation and management, especially Drupal framework and ability to programme interaction with JavaScript and/or a library such as jQuery, YUI or Prototype;
  • Experience in managing LAMP based web server (configuration, security, patching);
  • Knowledge of web design, graphic design, online video  publishing and animation software would be an asset;
  • Experience in developing social networking and knowledge management functionalities.

Language

  • Fluency in English;
  • Knowledge of French and Spanish an asset.

Application procedure:

Applicants have to provide a technical and financial proposal. The technical proposal shall describe the proposed approach/methodology with a workplan on how to fulfill the required deliverables as well as outline the major components and milestones of its implementation, as per defined TOR.

The financial proposal shall consist of all-inclusive financial proposal for the whole duration of the contract period, which shall include the consultancy lumpsum fee by deliverables.

Evaluation of Applicants:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted 70%, and combined with the price offer which will be weighted 30%. Only candidates obtaining a minimum of 70% of the technical score weight on technical evaluation only will be considered for the financial evaluation and further selection process.

Key selection criteria are as follows:

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 3 years' of professional experience in web development and technical support at the national or international levels, experience with Drupal, PHP and MySQL, open sources CMS and Lamp based web server - 40 points;
  • Technical Proposal/Approach/Methodology with assignment workplan - 60  points.

Only Individual Consultants obtaining a minimum of 70% of the obtainable points of 100 points in technical evaluation will be considered for the Financial Evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.
