Background

As the UN endeavors to collaboratively develop and expand its response to the Syria crisis, a consensus has emerged among the development community that increasing linkages between relief, recovery, and long-term planning are required to address the comprehensive issues resulting from recent years of civil strife. The protracted conflict in Syria has brought to light many key areas of intervention that supersede the capacities of humanitarian workers and existing institutions alone, and neighboring countries have called for a more cohesive approach to development programming that effectively addresses the complex transnational challenges caused by years of violence, demographic displacement, and insecurity.

The UN estimates that nearly 5 million refugees have fled Syria to neighboring countries which burdens host communities by exacerbating existing vulnerabilities, stoking rates of violence, straining national resources and public sector services, and causing resentment over competition in labor markets.

UNDP, jointly with the Government of Jordan (GoJ), plans to engage a team of national and international experts to look into the issue of social cohesion in Jordan nationwide by applying Conflict-related Development  Analysis (CDA) which is a tool that assists with analyzing a specific context and developing strategies for reducing or eliminating the impact and consequences of violent conflict. It also provides a deeper understanding for the conflict drivers, the stakeholders, and the key dynamics of the conflict.

Duties and Responsibilities

The facilitator(s) will assist the international and national consultants to conduct the CDA in 3 main governorates. This will help analyzing the specific context and developing strategies for reducing or eliminating the impact and consequences of violent conflict in those areas.

Throughout the facilitation sessions in communities and national level, the national facilitator(s) is expected to deliver the following:

Data gathering:

  • Review key publications and literature on social cohesion: national reports and studies in relation to the issues of social cohesion and the local context in Jordan;
  • Identify current interventions and responses by national and international organizations in the targeted communities;
  • Map national stakeholders and beneficiaries in targeted communities;
  • Conduct roundtable and facilitation sessions at the communities and national level as guided by the CDA team leader and UNDP.
  • Submit reports and data collected to the project team;
  • Assist the international consultants and team leader in documentation.

Data analysis:

  • Assist the CDA team leader and international expert in conducting the data analysis (conflict dynamics and scenario building).

Formulation of rapid-response plans:

  • Assist the CDA team to formulate CDA rapid response plan and frameworks.

The facilitator is expected to support the flow of the project by working closely with the international and national consultants assigned on the project to plan and implement the CDA in 3 governorates.

The facilitator is expected to work closely with the senior national consultant and international expert in line with UNDP- CDA methodology.

In light of the above introduction, the consultant is expected to meet the target deadlines outlined in the following timetable.

  • Facilitation of community sessions, on 15 April 2015;
  • Conducting  national roundtable discussions, on 30 April 2015;
  • Submission of final report, on 31 May 2015.

Required Skills and Experience

Education

  • A Bachelor’s degree in sociology, social psychology or any related field. A master’s degree is a plus.       

Experience

  • 5 years of relevant experience and training services in the field of community outreach, civic engagement, local governance, reconciliation and mediation;
  • Extensive experience analyzing data and preparing analytical reports;
  • Demonstrated experience in capacity development and in organizational assessment and management;
  • Demonstrated experience in carrying out strategic and guidance notes to organizations for prospective interventions in development;
  • Extensive field experience in local governance, municipalities and local development;
  • Familiarity of various methods of capacity development and project frameworks including UNDP’s and other capacity assessment methodologies and tools.

Language Requirements:

  • Fluency in English and Arabic.

Lump sum contracts

The financial proposal shall specify a total lump sum amount including fees, and transportation (local travel will be provided within the scope of the project’s resources). Payments are based upon output, i.e. upon delivery of the services specified above.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
