Background

The Partnerships Section (PS) maintains the corporate UNV partnerships management and donor resource mobilization platform, including the implementation of the UNV Partnerships Strategy, related policies, and external donor relations management, The PS closely works with the Office of the Executive Coordinator (OEC), all sections in the Volunteer Programming and Management Group (VPMG), as well as Regional Offices and Field Units, to drive a coherent and strategic corporate approach to partnerships management and donor resource mobilization.

Under the supervision of the Chief, Partnerships Section, the Partnerships Development Specialist is responsible for managing, strengthening and expanding resource mobilization and partnership building initiatives with UNV’s existing partners, guided by the UNV programme priorities in close consultation with the colleagues in the VPMG. S/he serves as a corporate focal point and interface in expanding UNV’s external relations and spearheading resource mobilization efforts with UNV’s existing financing partners to mobilize resources for the Special Voluntary Fund, cost-sharing, fully-funding and trust funds, and any other new financing models necessary for the implementation of UNV’s global programmes.  S/he will also ensure UNV’s donor accountability by submitting timely financial and activity reports on donor-funded initiatives.

Duties and Responsibilities

Contribute to the management of effective external donor relations to strengthen and expand collaborations with existing partners and drive the  resource mobilization to reach the targets as set in the Strategic Framework and in line with the UNV Partnerships Strategy:

  • Maintain effective and quality donor relations management (correspondence, consultations, partnerships events, fund-raising missions/follow-up, coordination of donor engagements, communications, etc.);
  • Coordinate and organize strategic dialogues with existing partners to expand and diversify collaborative engagements and increase resource mobilization with particular emphasis on the UNV global programmes priorities;
  • Ensure high quality and timely donor reporting, both financial and substantive, in collaboration with the Volunteer Programming and Management Group (VPMG) and the Results Management Support Section (RMSS);
  • Monitor the use of donor funds and alert any discrepancies for corrective actions for programme/projects implementers, so as to fulfill UNV’s fiduciary responsibility and accountability to donors.

Facilitate effective internal resource mobilization planning and fund-raising, and conclude financing agreements with existing donors:

  • Support VPMG in articulating relevant funding proposals in line with existing donors’ policy and strategic priorities to enable effective resource mobilization for UNV’s global programmes;
  • Support the formulation and implementation of marketing plans and associated donor outreach for fund raising, including Special Voluntary Fund, Fully-funded Volunteers, Youth Volunteers trust fund, and cost-sharing;
  • Facilitate internal consultations/coordination that is needed at different stages of the partnerships management cycle to strengthen, diversify and expand partnerships with existing donors;
  • In collaboration with the Communications Section, conceptualize and develop targeted donor communications materials and marketing tools to enable effective partnership-building and resource mobilization for UNV;
  • With support of VPMG, lead donor negotiation processes and conclusion of financing agreements with existing donors relevant to UNV’s global programmes and projects;
  • Support Regional Offices and Field Units in negotiations of funding arrangements with existing donors.  

Facilitate high-level outreach and partner engagement of UNV institutional and programme leaders with existing donors/partners:

  • Organize  and coordinate strategic dialogues, donor engagements, and  high-level outreach and advocacy events globally, including agenda setting and preparation of executive briefs;
  • Identify opportunities for UNV participation in key forums of corporate significance (e.g. conferences, national/global/regional fora) and recommend/coordinate UNV’s participation in those most relevant events where UNV as a partner can be strategically positioned.

Support the management of partnership knowledge and intelligence for internal clients:

  • Contribute to the development and utilization of a new system of partnership knowledge management and regularly update donor profiles, and donor trend analysis, for dissemination to internal clients and senior management;
  • Develop relevant guidance notes, standard operating procedures, tools, templates, and best practices, and ensure consistent use of required tools by internal clients;
  • Regularly identify partnerships and resource mobilization opportunities from regular dialogues with the existing partners to enable expansion of collaborative engagements and advise internal clients;
  • Collect, analyze and disseminate lessons learned to inform ongoing partners and advise internal clients;
  • Establish and maintain UNV’s community of partnerships practices at HQ and field levels.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, political science, public or business administration, or related fields.

Experience:

  • Minimum 5 years of relevant progressively responsible experience, with at least 3 years at an international organization in partnerships and resource mobilization required;
  • Work experience in multi-stakeholder partnership building dealing with public and private sectors, with international or intergovernmental organizations.

Language Requirements:

  • Fluent in English;
  • Knowledge of another UN language an asset.
