Background

The Partnerships Section (PS) maintains the corporate UNV partnerships management and donor resource mobilization platform, including the implementation of the UNV Partnerships Strategy, related policies, and external donor relations management. The PS closely works with the Office of the Executive Coordinator (OEC), all sections in the Volunteer Programming and Management Group (VPMG), as well as Regional Offices and Field Units, to drive a coherent and strategic corporate approach to partnerships management and donor resource mobilization.

Under the overall guidance and supervision of the PCD Chief, the Chief, Partnerships Section is responsible for managing and expanding existing partnerships for UNV to deliver on the Strategic Framework and Partnerships Strategy. The Chief, Partnerships Section provides technical leadership for the partnerships and resource mobilization support (PRMS) cluster in the PS.  She/he closely coordinates with the corporate partnerships advice and solutions (CPAS) cluster in the PS.

Duties and Responsibilities

Coordinate and facilitate decentralized partnership management and resource mobilization to advance UNV’s Strategic Framework and the Partnerships Strategy:

  • Coordinate the technical formulation and quality assurance of UNV partnership management and resource mobilization efforts, with existing partners, through joint strategic planning with programme colleagues at HQ, regional and field levels;
  • Lead partnerships management policy frameworks, tools, guidance, templates, Standard Operating Procedures (SOPs) to meet the needs of internal clients and enable decentralized partnerships management and resource mobilization, and oversee the development and management of UNV’s partnerships repository;
  • Establish and maintain a “UNV community of partnerships building and resource mobilization practice” linking HQ, Regional Offices and  Field Units to maintain a regular exchange and information sharing through webinar, skype, teamworks, etc.;
  • Provide internal clients with specific support and equip programme personnel with partnerships and resource mobilization tools and targeted support;
  • Facilitate capacity development  of UNV personnel, including the development and roll out of a partner brokering and resource mobilization training programme.

Broaden and diversity priority financing partners in the public and private sectors

  • Develop and institutionalize an approach to project the return on investment for leveraging partnerships and resource mobilization for UNV, including the identification of strategic options, project risks and advise senior management on investment criteria for decisions;
  • Monitor the decentralized partnership building and resource mobilization practices to identify areas in need of specific guidance, and implement corrective actions, process harmonization, etc.;
  • Conceptualize, plan and execute partnership-focused communications to generate new partnerships and resource mobilization opportunities with existing donor, and to enhance UNV partnerships visibility;
  • In collaboration with the Results Management Support Section (RMSS), conceptualize and roll out a robust monitoring system to ensure timely and full use of donor fundsl
  • Develop and roll out innovative content and formats to modernize donor reporting to enhance evidence-based partnership and donor visibility.

Lead partner analytics, trend analysis and business intelligence for regular dissemination to internal clients

  • Conduct regular policy, donor business intelligence, and trends analysis, regular donor profile updates and donor funds demand forecasts, to enable senior management’s strategic decision-making on partnerships/resource mobilization;
  • Establish a methodology to institutionalize regular cost/benefit and risk analysis, strategic positioning, and political implications;
  • Provide strategic advice and support to senior management and VPMG personnel on enhanced engagements and new financing partnering models with existing strategic partners, with a view to reaching the donor funds mobilization target set in the Strategic Framework and Annual Business Plan.

Build and manage the  Partnerships and Resource Mobilization Support (PRMS) team to advance collaborative alliances with UNDP and the UN System

  • Translate UNV corporate priorities into PRMS work and budget planning and secure needed budget for work execution;
  • Manage team, including performance management and development, and coordinate procurement of required external technical expertise;
  • Establish close collaboration with the counterparts in the Bureau of External Relations and Advocacy (BERA) of UNDP and other UN Agencies/Funds/Programmes to define UNV contributions in the context of partnerships management and identify opportunities for joint partnership outreach and resource mobilization with BERA/UNDP, UNDP Regional Bureaux, Regional Service Centers and other UN partners for volunteer-integrated programme/projects implementation.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, political science, public or business administration, or related fields.

Experience:

  • Minimum 7 years of relevant and progressive professional and managerial experience in partnerships management and resource mobilization within an international organization required;
  • In-depth experience and strong track record in multi-stakeholder partnership building dealing with both public and private sectors, with international or intergovernmental organizations.

Language Requirements:

  • Fluent in English;
  • Knowledge of another UN language an asset.
