Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the direct supervision of the Regional Director of the Europe and Central Asia Regional Office, and in close consultation with the Resident Coordinator [RC] in Ukraine, the Gender Advisor will be responsible for the provision of coordination, programme and technical support on women’s rights and gender equality to the RC and the UN Country Team [UNCT] and manages and coordinates all aspects of UN Women programming in Ukraine as required, including programme development, management of operational projects, as well as continued monitoring of implementation and reporting.

She/he works in close collaboration with UN Women programme and project staff, UN staff and UN agencies, government officials, technical advisors and experts, multi- and bi-lateral donors and civil society ensuring the successful interventions of UN Women in the country.

Duties and Responsibilities

Provision of top quality advisory and programme development services:

  • Prepare  substantive inputs into key strategic UN documents, thoroughly analyzing and researching the political, social and economic situation in Ukraine from a gender perspective;
  • In close cooperation with the UN Coordination Advisor at the RC Office, provide analysis and advice to the RC and the UNCT on key gender issues and opportunities to support women engaging in and benefitting from the assistance provided by the UNCT;
  • Design/implement required research for formulating appropriate interventions, preparing TORs, identifying consultants and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions;
  • Identify and advise on entry points for new initiatives for the UN to strengthen national and local capacities for gender equality and to support the advancement of women’s empowerment and gender equality in the country;
  • At the request of the UN Women Regional Director for Europe and Central Asia and/or the UN Resident Coordinator, represent UN Women and or the UN at inter-agency, intergovernmental, international, regional and national conferences and meetings and advocate UN’s policy and initiatives in advancing gender equality and women’s empowerment in Ukraine;
  • Provide substantive support in the identification of strategic programme areas of cooperation in Ukraine;
  • Provide strategic advice to the UN Women Regional Director for Europe and Central Asia for UN Women’s programme formulation in Ukraine in line with UN Women’s Strategic Plan (SP);
  • Oversee design and formulation of programmes and projects in Ukraine, in line with UN Women’s SP and within the area of responsibility, translating UN Women priorities into local interventions.

Technical support to Coordination:

  • Working closely with the UN Coordination Advisor, advise joint inter-agency UN planning processes and similar exercises ensuring that gender concerns are clearly reflected and mainstreamed in them, including support in forging strategic partnerships at the national and local level to promote gender equality and women’s empowerment;
  • Support UN system-wide inter-agency coordination on gender to contribute to strategic policy discussion on gender equality, and women’s empowerment issues within the UNCT;
  • Advise and support the UNCT, national and local partners on mainstreaming national gender equality priorities into legal frameworks and government-led programmes, in line with international standards;
  • Advise the UNCT on improved accountability tools and assets so as to ensure the UN’s commitments to gender equality and women’s empowerment are tracked and up-scaled as opportunities arise;
  • Provide technical support to gender mainstreaming capacity development initiatives for governmental and non-governmental partners of UN interventions;
  • Identify opportunities for South-South learning and exchange on gender equality and women’s empowerment which the UNCT can support.

Programme Management:

  • Ensure smooth implementation of UN Women activities and programme in Ukraine;
  • Manage the portfolio of ongoing projects from the technical, operational, financial and administrative sides;
  • Constantly monitor programme implementation and manage programme and project staff with a view to ensuring the achievement of intended results;
  • Prepare analytical, progress and other reports on UN Women´s programme experiences and results in Ukraine for sharing with UN Women’s ECA Regional Office and UN Women HQ, the RC, the UNCT, donors and others, as requested;
  • Set-up and ensure the proper application of a monitoring system to track and report progress on programme results and indicators;
  • Manage and implement the application of UN Women’s Evaluation Policy for programmes and interventions in Ukraine;
  • Assume responsibility for the smooth functioning of all operational activities of UN Women in Ukraine;

Strategic partnerships and resource mobilization support:

  • Develop and implement national partnerships and resource mobilization strategies to achieve programme outcomes;
  • Liaise with key national and local stakeholders from Government, academia, civil society at the national and communal level; private sector and key international actors to build and strengthen strategic alliances and partnerships on women’s rights and gender equality initiatives;
  • Create and coordinate partnerships with and among UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc., on gender equality, to enhance collaboration, advocacy, resource mobilization and knowledge sharing;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost-sharing;
  • Follow-up on resource mobilization activities for fund raising for new projects in coordination with the UN Women Regional Director for Europe and Central Asia.

Advocacy support and facilitation of knowledge building and management:

  • Support gender equality advocates, both within government and non-governmental organizations, to have a stronger voice in decision-making processes that shape lives of women, including those relating to reconciliation and humanitarian support;
  • Support the establishment of gender equality advocacy networks at the national level, with linkages to international networks;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Identify and synthesize best practices and lessons learned directly linked to Ukraine’s policy goals in specific sectoral/thematic areas, according to priorities set by the UNCT;
  • Organize trainings on gender-related issues and priorities;
  • Ensure sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Masters degree (or equivalent) in Economics, Political Sciences, Social Sciences or related field.

Experience:

  • A minimum of 10 years of progressively responsible professional experience in the area of gender equality and women’s empowerment that combines intellectual, strategic and managerial leadership in development programmes;
  • Experience at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes is a distinct asset;
  • Experience related to the Europe and Central Asia region in general, and Ukraine in particular, is also an asset.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of Russian is an asset.
