Background

Under the guidance and direct supervision of the Team Leader, the National Coordinator is responsible for the day to day manager of the BIOFIN project in Fiji and will ensure proper monitoring, evaluation and reporting of all BIOFIN activities. .

The National Coordinator will provide technical advice and support to the implementation of the different programme activities and in doing so will work to ensure coherence with the project framework developed on the global level and with relevant initiatives at the national level.

The National Coordinator will work closely with and guided by European Commission, UNDP and  the Department of Strategic Planning, National Development & Statistic under the Ministry of Finance. The National Coordinator will also serve as the Secretary of the National BIOFIN Committee (NBC) which is comprised of key stakeholders and project partners.

Duties and Responsibilities

Manage the overall implementation of the BIOFIN National Programme activities;

  • Providing support on the general administrative requirements of the project, including those related to project management and funding;
  • Assist in ensuring that project is executed in a timely and appropriate manner;
  • Facilitate, guide and monitor the work of the national BIOFIN team; manage payment schedules;
  • Assist in project related activities, where required. These may include planning for meetings, local and national consultations, trips and other project related activities;
  • Maintain linkages with national and international organizations and persons;
  • Maintain records of meetings, decisions, actions, etc.;
  • Support the Project Lead and Senior Public Finance Expert in steering the initial implementation of the resource mobilization strategy;
  • Any other duties assigned by the BIOFIN Lead Expert that have direct relevance to the project.
  • Timely preparation and submission of required reports, including technical and financial reports to relevant parties.

Creating strategic partnership with key stakeholders;

  • Coordinate the activities of the partners in the Programme to ensure harmonization and avoid redundancy;
  • Develop work plans in consultation with the partners;
  • Ensure continuous liaison with the BIOFIN Global Programme implementing partners;
  • Coordinate the implementation of the country BIOFIN plan in accordance with the BIOFIN Global programme;
  • Update and seek authorization from the Partner agencies at the global level regarding significant changes to annual work plans, in order to ensure global coherence of the Programme.

Providing technical advice and support to the implementation of the Programme activities;

  • Provide technical inputs to the implementation of the different Programme activities;
  • Prepare, in consultation with the partners, TORs for consultants and comment on their reports;
  • Facilitate the building of capacity and awareness of key stakeholders regarding BIOFIN, including among the private sector and civil society;
  • Develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications;
  • Provide policy advice related to the BIOFIN processes.

Monitoring, evaluation and reporting of the overall Programme deliverables;

  • Carry out regular follow-up and monitoring of implementation activities;
  • Ensure timely preparation and submission of required reports, including technical and financial reports;
  • Provide regular updates on the Programme’s progress to the i) UNDP Environment team leader, ii) Global Programme Coordinator, iii)DoE, and iv) the partners upon their request. In principle, the same report should be used where possible for all parties and reporting requirements;
  • Facilitate independent evaluations as fielded by Programme partners.

Required Skills and Experience

Education:

  • Bachelors Degree in management, administration, economics environment or closely related field, or equivalent relevant work experience.

Experience:

  • Minimum 5 years of experience in policy analysis, advice and capacity development related to finance, public policy/ budget management and in engagement of the private sector/finance sector in environment related activities in developing countries;
  • Expertise and experience in dealing with environment or biodiversity issues;
  • Experience in dealing with international and national experts and institutions;
  • Experience in Programme formulation is an asset;
  • Knowledge of UN programme management systems will be an advantage.
