Background

UNDP is partnering with the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment, Government of India, New Delhi to support the design and implementation of the National Action Plan for vocational training of person with disabilities in India. According to Census 2011, about 13.4 Million PwDs are in the employable age group. Of these 7.8 million PwDs are non-workers and 2.1 million are marginal workers. There is an estimated vocational training gap of 9.8 million, which will go up to 10.8 million by 2022. This requires a serious involvement of all the stakeholders. The Department of Disability Affairs has drawn up a National Action Plan to augment its initiatives under skill development.  The Action plan which will be launched on March 21, 2015 is under development. UNDP is seeking the services of an expert for providing background support to the ministry in finalizing and operationalizing the action plan.

Duties and Responsibilities

The selected consultant will be responsible for successful execution of the following activities and will work under joint supervision of Joint Secretary, Department of Disability Affairs, Ministry of Social Justice & Empowerment, Government of India and Programme Analyst, Poverty Unit, UNDP:

  • Coordinating with Ministry of Skill Development and other Ministries to set up the Programme Management Unit for the vocational training of PwDs;
  • Coordinating with NGOs, Private Sector and Public Sector for setting up training clusters;
  • Help DEPwD organize a National level launch of the Programme;
  • Coordinate with Private Sector and Public Sector Units for mobilizing funding for supporting the National level training programme for PwDs;
  • Coordinating with Information Technology firms to create on-line portal for e-learning, e-certification and on-line job connect for PwDs;
  • Coordinating for innovative funding schemes like skill training vouchers / smart cards for the training of PwDs;
  • Other miscellaneous activities relating to implementing and monitoring of National Action Plan for vocational training of PwDs.

Required Skills and Experience

Academic Qualification:

  • MBA /Master’s in Economics, Finance, or other relevant disciplines in skill promotion, livelihood support, enterprise development;
  • Demonstrated knowledge (education, publications, etc.) of livelihood, enterprise promotion, skill development.

Professional Experience:

  • A minimum of 7 years of professional experience in development research and/or international development work focused on skill development, livelihood promotion, enterprise formation and socio-economic development;
  • Proven experience in addressing livelihood promotion, enterprise formation and socio-economic development with a focus on persons with disabilities or any other marginalized social groups.

Language

  • Written and oral proficiency in English is required.

Payment Schedule:

  • The contract is based on deliverables.  The assignment will be broken up into specific deliverables based on agreed work plan. Payments will be made upon satisfactory receipt of deliverables.

An indicative list of deliverables for the assignment are:

  • The contours of the Programme Management Unit for the vocational training of PwDs finalized;
  • An exhaustive list of NGOs, Private Sector and Public Sector partners for setting up training clusters finalized;
  • National and regional  level launch events of the Proposed programme organized;
  • A list of Private Sector and Public Sector Units prepared for mobilizing funding for supporting the National level training programme for PwDs;
  • An on-line portal for e-learning, e-certification and on-line job connect for PwDs initiated;
  • Detailed outline of at least two innovative funding schemes like skill training vouchers / smart cards for the training of PwDs prepared.

Documents to be submitted:

  • Curriculum Vitae including experience in similar projects, and Names/Contact Details of 3 referees;
  • A 2-3 page technical proposal that includes a write up on the challenges faced in the area of skill development, the institutional architecture and what are the key steps needed in order to improve the accessibility of skill building initiatives for persons with disabilities. The documents should be referenced appropriately and a select bibliography provided with the proposal;
  • Financial proposal specifying all-inclusive per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  •  Technical Proposal: 35 Marks;
  •   Relevant Experience:25 Marks
  •  Qualification:10 Marks
