Background

With an in-country presence before, during and after a conflict, UNDP is increasingly expected to assume a substantive role in providing rule of law, justice and security assistance to countries threatened or affected by crisis and fragility. In order to meet these demands, UNDP’s Bureau for Policy and Programme Support (BPPS) has made rule of law a priority area for programming, following on the Bureau for Crisis Prevention and Recovery’s work since 2008. To this end, UNDP has restructured and enhanced its Rule of Law, Justice, Security and Human Rights (RoLJSHR) team in BPPS, bolstered its capacity to provide support to the field, and articulated a Global Programme for Strengthening the Rule of Law in Crisis-Affected and Fragile Situations.

 UNDP’s Global Programme for Strengthening the Rule of Law in Crisis-Affected and Fragile Situations has been the main operational and financial instrument for UNDP globally to engage on justice & security in crisis-affected countries. Drawing on some of UNDP’s most innovative rule of law programmes in crisis-affected and fragile situations, it has sought to expand such experiences to assist UNDP Country Offices to develop multi-year, comprehensive rule of law programmes that respond rapidly and effectively to the needs on the ground.  In 2014, the Global Programme supported comprehensive rule of law programmes in over 40 crisis-affected situations, with a total programming value of over USD 200 million.

The RoLJSHR team within BPPS is responsible for the implementation of the Global Programme, as well as practice development in the areas of rule of law, justice, security and human rights as they relate to crisis prevention and recovery in conflict and disaster settings. The RoLJSHR team also leads UNDP’s engagement with DPKO, as the Global Focal Point of Justice, Police and Corrections, which was established in 2012.

Under the direct supervision of the RoLJSHR Team Leader, the contractor will support the process of producing the 2014 Annual Report on the Global Programme, as well as lead operations to plan and execute the 2015 UNDP Annual Meeting on Strengthening the Rule of Law in Crisis-Affected and Fragile Situations.

Duties and Responsibilities

Under the overall supervisio Under the overall supervision of the Rule of Law, Justice, Security and Human Rights Team Leader and working closely with the RoLJSHR team, the consultant’s allocated functions will be as follows:

Supporting finalization and dissemination of 2014 Annual Report (time allocated for this is estimated 50% of consultancy time):

  • Assists with production of 2014 Annual Report (including but not limited to drafting, copyediting, design direction, photo search, obtaining relevant clearances, etc.).
  • Develops an outreach and dissemination strategy for the 2014 Annual Report, including general guidelines for launch and dissemination of RoL knowledge products;
  • Implements distribution plan for the 2014 Annual Report, including to donors and external partners, UN partners, and other important parties.

Leading planning and implementation of UNDP’s 2015 Annual Meeting on Rule of Law (time allocated for this is estimated 50% of consultancy time):

  • Leads planning and implementation of logistical arrangements for the 2015 Annual Meeting;
  • Executes invitation strategy in collaboration with RoLJSHR team;
  • Writes and disseminates all communications materials for the 2015 Annual Meeting, including media advisories, press releases, blogs, social media kits, and other materials as needed;
  • Leads on all other ad hoc coordination of logistics, communications (both internal and external), and other preparations as needed or determined by the RoLJSHR Team Leader.

 Expected Outputs, Deliverables and Deadlines (specific dates may vary in accordance with final Annual Meeting dates, TBD):

 2014 Annual Report finalization and dissemination:

  • Finalized Annual Report – 31 April;
  • Dissemination plan for Annual Report – 1 June;
  • External RoL contact database – 15 June;
  • Completed dissemination of Annual Report – 15 July;
  • General guidelines for launch and dissemination of RoLJSHR knowledge products – 31 August.

2015 Annual Meeting planning and execution:

  • All invitations and related materials (concept note, agenda) finalized and cleared – 31 March;
  • Communications materials for Annual Meeting (press release, social media packet, etc.) – 15 May and ongoing as needed;
  • All Annual Meeting follow up (thank you letters, meeting report, etc.) – 30 June.

Duration of the Work and Duty Station:

The expected duration of work is 6 months, full time consultancy. The consultant is expected to start 23rd of March 2015 and finish 25th September 2015. The duty station is New York, NY USA.

Required Skills and Experience

 Education:

  • Advanced university degree (Master's level) in International Relations, Law, Development or related field.

Experience:

  • 2 years combined relevant experience such as event management, communications, and/or rule of law, justice and security (knowledge of UNDP communications approach is desirable);
  • Demonstrated experience in communications and external relations;
  • Demonstrated experience in engagement of the private sector for development, including in early recover situations (e.g. the work of private sector in the Ebola emergency);
  • Proven experience in maintaining and managing database systems;
  • Computer literacy, including familiarity with spread sheets and power point presentations;
  • Strong inter-personal skills and a demonstrated capacity to forge effective relations with colleagues and counterparts from different backgrounds;
  • Proven ability to effectively function in a multi-national, multi-cultural and multi-ethnic environment.

 Language:

  • Fluency in written and spoken English.

  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment.

Step 2: Submission of Financial Proposal

The proposals should be sent via e-mail with the following subject heading: “Financial Proposal for Rule of Law, Justice and Security Consultant – 2015 Annual Meeting and 2014 Annual Report, New York, NY USA “by the deadline for this vacancy. Proposals to be received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Criteria for Selection of the Best Offer:

Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points.

 Method: Cumulative analysis method will be used to evaluate proposals.

 When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

 Only candidates obtaining a minimum of 49 points on technical part will be considered for the Financial Evaluation.

Technical Proposal

Criteria to pass technical evaluation requires a minimum of 49 points out of 70 points.

  • Criteria 1:  Two years combined experience in relevant areas such as event management, communications, and/or rule of law, justice and security     (20  Points);
  • Criteria 2: Demonstrated experience in communications and external relations skills. Knowledge of UNDP communications approach is desirable     (20 Points);
  • Criteria 3: Strong inter-personal skills and a demonstrated capacity to forge effective relations with colleagues and counterparts from different backgrounds (15  Points);
  • Criteria 4: Proven ability to effectively function in a multi-national, multi-cultural and multi-ethnic environment (10 Points);
  •  Criteria 5: Computer literacy, including familiarity with spread sheets and power point presentations (5 points);

Criteria for financial evaluation (30 points ):

The following formula will be used to evaluate financial proposal:

 p = y (µ/z), where

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Financial Proposal (30% weight of combined score)

Please submit an all-inclusive lump sum daily fee.

Financial proposals must be all inclusive and must be expressed on the basis of a daily fee.  The term ‘all inclusive” implies that all costs (professional fees, travel related expenses - i.e. return travel from home to duty station (Istanbul, Turkey) if required by applicant, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee.

 In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Working arrangements:

UNDP will provide office space, laptop and access to internet and a printer during the assignment (the cost of this facilities should not be included in the financial proposals).

Missions (Duty Travels):

The cost of the official missions should not be factored in the financial proposals of the applicants.  

At this time, no missions are foreseen that will be undertaken by the contractor.

Contracts will be based on daily fee in US dollars:

Payments are made to the Individual Consultant based on the number of days worked, and certification of payments by the Team Leader (Supervisor).
