Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded US $103 million to 393 initiatives in 135 countries and territories. Its current portfolio consists of 95 grants in 75 countries and territories.

The UN Trust Fund is developing a new strategy to carry the fund through the next five years starting in 2015 and is looking to highlight its work from the last 19 years. The UN Trust Fund is looking to develop a video for its 20th anniversary that will be developed using a review of all of the current video files that the UN Trust Fund has over the past 19 years. This video should showcase the work of the grantees of the UN Trust Fund in a 5-6 minute video that the UN Trust Fund can use for advocacy, fundraising, and social media needs. The video editor should also develop a few (5-6) other shorter videos developed from the same material that the UN Trust Fund has from its grantees and other material available. These shorter videos will also be used for fundraising and social media purposes.

Duties and Responsibilities

Under the overall guidance and supervision of the Chief of the UN Trust Fund to End Violence against Women, the video editor will be responsible for the following deliverables:

  • Review all of the available video material from the last 19 years and the materials from our grantees that has been collected;
  • From the material available; select video material that can be used for the 20th anniversary video and the shorter advocacy videos.
  • Determine if any new material is needed for the large 20th anniversary video or smaller advocacy videos;
  • Produce the 5-6 minute 20th anniversary video;
  • Produce 5-6 smaller video clips (30 seconds – 1 minute each) that can be used for advocacy, fundraising, and social media.

20th Anniversary Video Specifications:

  • Technical requirements will also be applicable to the smaller videos besides the length.

Length:                                                   

  • 5-6 minutes.

Format:                                                 

  • HD/SD Quicktime Movie.

Delivery:                                                

  • High-resolution, mixed, split-track quicktime movie file.

FCP project file:

  • Original music composition and graphics files;
  • Raw footage from any interviews that are newly conducted;
  • Transcripts and logs (if any new interviews are conducted).

Conversion of the footage:                  

  •  The UN Trust Fund will deliver raw and edited footage in different formats that will be converted and combined as appropriate by the consultant.

Development meetings:                              

  • The consultant will meet as needed in person, by phone or via email to help shape the format and storyline of the video. An outline should be submitted after the first week of editing and scripts should be provided with each cut submitted to the UN Trust Fund.

Filming:                                                   

  • If any new materials are determined to be needed, then this discussion will take place with the UN Trust Fund Chief to determine if this will be added to the current video or video clips.

Editing:                                                 

  • The consultant will edit together the footage provided, any footage filmed, UN Trust Fund photos and any stock footage required. They are responsible for the composition or licensing of music for the video, as well as for any graphic treatment.

Other responsibilities:                

  • The consultant will submit different cuts based on a timeline that will be established once the project begins. Revisions will be made based on the feedback from the UN Trust Fund resulting from screenings of different cuts of the videos;
  • The consultant will produce the videos to align with the main ideas presented by the UN Trust Fund for the concept of the video.

Quote requirements:                    

  • Proposed budget for project; please provide separate budgets for the editing, and outline costs for music licensing and/or composition, graphics treatment, labor, transcribing (if transcription is necessary) and conversion.

Competencies

Functional Competencies:

  • Have experience with a variety of video formats;
  • Knowledge of video and photo editing;
  • Knowledge of sound editing.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

Education:

  • Bachelor’s degree and/or professional certificate from a Film School or equivalent in work experience.

Experience:

  • At least 5 years of working experience editing documentary films;
  • Proficient in video editing software;
  • Have extensive knowledge of graphical video design;
  • Working knowledge of HD formats.

Language:

  • Proficiency in the English language;
  • Knowledge of French and/or Spanish and/or Arabic is an asset.

Proposal requirements

The technical and financial proposal should contain the following information:

  • Video sample to be submitted via weblink;
  • Proposed budget for the project including all aspects of work;
  • Personal CV - including past experience in similar projects and at least 3 references

Evaluation

Cumulative analysis

When using a weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Note

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.
