Background

This project aims at enabling Lebanon to prepare, produce and disseminate its Third National Communication (TNC) to the Conference of the Parties (CoP) of the UN Framework Convention on Climate Change (UNFCCC) according to Decision 17/CP8 and other guidance provided, in order to fulfill Lebanon’s  commitments as a Non-Annex 1 Party to the Convention.

The TNC will update and strengthen information provided regarding national circumstances, greenhouse gas inventories, climate change mitigation, vulnerability to climate change and steps taken to adapt to climate change, and information on public awareness, education, training, systematic research and observation, and technology transfer. The project will also increase the capacity to produce subsequent NCs that meet CoP guidelines and inform policies in Lebanon.

Lebanon submitted the Second National Communication (SNC) on February 2011.

An international Climate Change Economist has been recruited to assess the potential economic costs of climate change that Lebanese communities might incur over the next several decades under a business-as-usual approach to climate change and to propose policy actions for adaptation. The economic analysis shall examine the impacts of climate change on selected sectors of the economy such as energy, agriculture, forestry, water, tourism and health sectors and accordingly link these impacts with impact on trade, gender, food security, social development and poverty.

A national backstopper is needed to assist the international expert in the completion of his work, and most specifically in collecting missing data and liaising with national stakeholders.

Duties and Responsibilities

Under the guidance and supervision of the TNC project team and in close consultation with the international Climate Change Economist, the overall task of the consultant is to collect data and information needed by the international Climate Change Economist to complete his work.

General task:

Collect, summarize, communicate and help in interpreting data and information needed by the international Climate Change Economist to complete the Economic Climate Change Assessment for Lebanon

Required Skills and Experience

Education:

  • An advanced degree (Master degree or equivalent) in environmental sciences or closely related disciplines. PhD is an asset.

Experience:

  • A minimum of 7 years national working experience in an area relevant to the Climate Change;
  • Previous experience in data collection, assumption formulation and preparation of environmental and socio economic studies.

Languages:

  • High proficiency in English language;
