Background

UNDP Liberia is committed to long term, sustainable support to democratic development in Liberia through the electoral cycle, including support to key democratic institutions and processes, these include the National Elections Commission (NEC) in their responsibilities to plan for, organize and carry out elections based on the national electoral cycle.

The UNDP election project overall objective is to enhance the democratization process in Liberia through improved electoral institutions and processes. The program purpose is to continue strengthening the capacity of NEC to provide a platform to undertake institutional and legislative reforms and execute the necessary measures to ensure that NEC, as the premiere electoral management body has the ability to preside over and deliver free, fair and democratic elections for Liberia.

BRIDGE is a key component of UNDP election project. Liberian BRIGDE project full implementation has started in 2012 with implementation of the individual modules. During 2012-2013 there have been 8 thematic workshops in Liberia. The NEC members and staff also participated in regional thematic BRIDGE workshop and in one regional TtF.

As a next step, the project in close collaboration with IFES and NEC intends to organize and deliver a 10 days Training the Facilitator (TtF) workshop during which representatives of NEC and group of electoral stakeholders are expected to learn and build knowledge in electoral area and be trained for delivering further BRIDGE trainings. In this regards, UNDP requires the services of a BRIDGE facilitator who will co-facilitate a 10 days TtF workshop.

Duties and Responsibilities

Functions / Key Results Expected

The UNDP election project wishes to contract BRIDGE international co-facilitator to deliver a 10 days TtF workshop to the staff of NEC and group of electoral stakeholders. The co-facilitator is expected to assist the lead facilitator in the process of preparation/customization of the workshop materials during first week of May and later on, co-facilitate the workshop in Monrovia during the second and third weeks of May 2015. The co-facilitator will:

  • Submit for approval the workshop preliminary agenda (1-3 May);
  • Select and submit for printing the workshop materials (1-3 May);
  • Prepare and submit the list of practical requirements for organization and delivery of the workshop (1-3 May);
  • Customize materials and prepare for the workshop (1-3 May);
  • Deliver and co-facilitate the workshop (11-21 May, with one day off);
  • Organize post-workshop evaluation and submission of report (one day).

The co-facilitator will work in a team with the lead facilitator (international) and NEC three accredited BRIDGE facilitators (national) in preparation and delivery of the workshop.

Deliverables/Outputs

The following are the deliverables which are linked to the payments as per below table:

  • Preparatory work : by 3 May 2015;
  • Workshop deliver : by 21 May 2015;
  • Post-workshop evaluation and final report for approval : by 24 May 2015.

Post workshop report should be agreed with NEC and UNDP and be provided in English in hard and electronic copies.

Required Skills and Experience

Education:

  • Bachelor degree in Law, Public Administration, International Development or related field;
  • Accredited BRIDGE facilitator;

Experience:

  • At least 5 years of experience in the area of electoral management, electoral assistance and democratic governance;
  • Previous experience in facilitating BRIDGE Train the facilitators (TtF) workshop and other modules to member and staff of established management bodies;
  • Experience in working with UNDP or UN on electoral assistance or capacity development activities as advantage;

Language:

  • Fluency in English;

Criteria for Short listing:

  • Relevance of education/degree - 15 points;
  • Years of relevant experience- 50 points.
  • Adequacy of skills & competencies - 20 points;
  • Experience with UNDP or UN Electoral Assistance - 15 points

Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis:

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria.

* Technical Criteria; [70 points].

* Financial Criteria; [30 points].

Only candidates obtaining a minimum of 70% of the total rating will be considered for the financial evaluation.
