Background

UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP's Regional Bureau for Europe and the CIS (RBEC) with its Regional Service Centre located in Istanbul serves countries in Central and Eastern Europe and the former Soviet Union. There are also other outposted UNDP units collocated at the Regional hub in Istanbul. The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries in Eastern Europe and the CIS. IRH will host more than 100 staff from over 30 different countries around the globe. 

Russian language is widely used language in the region of the CIS is also one of the six UN languages. Therefore, Russian language is essential for IRH staff and their work and professional career. IRH will launch a new Russian language courses in the year 2015. 

Duties and Responsibilities

Group language classes:

  • Number of groups will be defined based on the interest from staff. Initial plan is for 1-2 groups. Max group size – 10/15 persons;
  • Each session will consist of 60 min. It is expected that there will be approximately two classes per week considering that these would be held in a certain time (time schedule to be agreed separately); 
  • Interested staff may be divided up into proficiency level groups as some staff may have basic Russian language skills;
  • If needed an initial testing may be included for the creation of groups (it is important to note that some of the groups may be larger than the others, the number of students would be agreed according to their language proficiency level).

Individual language classes 

  • Number of classed will be defined based on interest from staff (estimated from 1-2 classes per week), each session will consist of 60 min.

Teacher tasks include design of structure of the classes, setting up exercises, giving direction to the class, and evaluating student progress. Consultant will provide language instructions and guidance to staff.

Consultant may be required to perform following tasks on an intermittent basis (volume of these tasks is not guaranteed and will depend on UNDP IRH needs):

  • Translating or editing (official and unofficial documents covering a various subjects);
  • Interpreting (during meetings or other events).

Consultant will report to and work under supervision of IRH Learning Manager. Payments will be released in monthly installments upon submission of the progress report against expected results and deliverables and approved timesheet providing details of time spent on respective deliverables and its acceptance by the Supervisor.

Required Skills and Experience

Education:

  • Relevant education, and at least a specialist/master degree in education, linguistics or related field is an asset; 
  • Additional certification/diploma/course in teaching Russian language is an asset. 

Experience:

  • Minimum 5 years of experience in teaching Russian to foreigners;
  • Experience with delivery of language classes in organizations or companies is an asset;
  • Experience in teaching in international environment is an asset;
  • Experience in translating, editing or interpreting is desirable;
  • Experience in handling diverse groups of people having busy work portfolio.

Language skills:

  • Professional fluency in English and Russian language;
  • Knowledge of Turkish language is considered as an asset but not a must.

Evaluation of Applicants:

Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk review and (if needed) interview) and financial criteria specific to the solicitation. 


Only those individual consultants who obtained at least 70% of points in each of the steps of the process will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A (Education and additional training/course/diploma/certification) – max. points: 15;
  • Criteria B (Experience in delivery of Russian language classes) - max. points: 10;
  • Criteria C (Experience in teaching in international environment is an asset)  - max. points: 20;
  • Criteria D (Proposed design of structure of language classes) max. points:  15; 
  • Criteria E (Experience in translating, editing or interpreting) – max. points: 10.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial Proposal* - all-inclusive hourly rate in TRY for the tasks defined in this announcement specifying:

  • A) Cost of one lesson (60 mins) for a group;
  • B) Cost of one lesson (60 mins) for an individual;
  • C) ENG/RUS and RUS/ENG translating services – per standard page; 
  • D) Editing services in Russian – per standard page
  • E) RUS/ENG and ENG/RUS interpreting services per hour of service

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
