Background

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GF) and is the UN agency assuming the role of Principal Recipient (PR) of GF grants in Sudan. As the Principal Recipient of 5 grants (2005-2014) from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) amounting to USD 300 million, UNDP is managing the largest fund portfolio in the Arab region. UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of a variety of national and international counterparts on programme management and financial accountability. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities.

UNDP has established a dedicated Project Management Unit (PMU) responsible for managing the GF grants. The PMU is seeking the services of a Pharmaceutical Waste Management specialist (IC) on a temporary stop-gap capacity support. The contractor will be stationed in Khartoum with some field supervision activities.

It is the responsibility of the National Medicines & Poisons Board (NMPB) of the Republic of the Sudan to ensure the quality, safety and effectiveness of Medicines, as well as their rational use, according to the Medicine & Poison Act 2009, in addition to the waste management of pharmaceuticals.

UNDP has signed a sub recipient agreement with the NMPB to achieve the goals of the quality assurance plans agreed by the two parties.

To ensure the achievement of these goals the pharmaceutical waste management should be activated responsibly & timely with the country’s need.

Duties and Responsibilities

The objective of this exercise is to engage an Individual Contractor to help UNDP to enable the Government of Sudan, and specifically the National Medicines and Poisons Board (NMBP) in the regulation of the Quality Assurance Measures. This is part of the NMBP plans to develop and take sound and effective regulation and quality assurance measures to ensure the safety, effectiveness and quality of pharmaceutical products, medical devices and cosmetics, as needed, in order to protect and promote the health and wellbeing of the Sudanese people and to attain the strategic goals set by the state; using scientific approaches based on the principles of good governance and values of justice, transparency and partnership.

Based on the above, the assignment’s main objective will be to increase the capacity of NMPB Inspectors.

Undertake initial assessment of the pharmaceutical waste in Sudan including waste for GF medicines & public as well;
Develop SOP’s for personnel & infrastructure in the whole incineration process with detailed job description for each staff;
Develop SOP’s for health & safety issues concerned with the personnel working all throughout the incineration process;
Develop SOP’s in writing and flow chart diagrams for the transportation, packaging, storing of pharmaceuticals before being incinerated and disposal of ash after incineration;
Develop SOP’s for distinguishing which pharmaceuticals are eligible for burning, unpacking them, cleaning, registering them and the incineration technique that should be applied to them;
Development of SOP’s for pharmaceutical waste management such as the amount that should be incinerated per day and how many times should the incinerator work per day;
Develop a sustainable operational model for pharmaceutical waste management such as fuel, electricity, and staff operating the incinerator etc.;
Determine fees for incineration such as the fees for specified waste load per day;
Communication with the NMPB team to implement the recommendations;
Prepare an action plan for collection & disposal of existing backlogs of pharmaceutical waste;
Write a report on the waste management recommendations to implement the waste management plan;
Develop SOP’s for insecticide waste management.

Up to date in the waste management issues and ability to communicate in a multicultural environment, with the context of Sudan regulations in the pharmaceutical waste management;
Excellent knowledge of Microsoft office.

Required Skills and Experience

Education:

A pharmacist with at least Master degree in relevant discipline e.g. pharmacology, environmental health, pharmaceutics, pharmaco-epidemiology, etc.

Experience:

At least 5 years’ experience in pharmacology aspects, Public health, or environmental health.

Language:

Fluency in English language.
