Background

Given the potential or exponential growth in activities in the near –term, and to enhance efficiency and effectiveness of program implementation to achieve the desired goals and objectives, it has become clear to EDC leadership that a comprehensive study of the status quo and the development of a sound Business Strategy are essential. This is to guide decision on the strategic choices to be made, coupled with a tactical plan that would enable EDC to achieve its effective growth potential, as well as deliver its core services (entrepreneurship training and provision of continuous integrated business development support and advisory services) in a such a way as to have maximum impact on the target beneficiaries.

EDC is seeking the services of a qualified consultant to develop a sound Business Strategy and tactical plan for EDC under the EDP framework. The EDP framework is composed of four measureable project outputs which include (i) institution capacity building including establishment and strengthening of 4 regional centers as well as five Centers of Excellence for Entrepreneurship; (ii) development of entrepreneurship knowledge and skills through training sessions; (iii) establishment of new SMEs and enhancement of existing ones; and (iv) create greater awareness and organise policy dialogues on binding constraints and challenges impeding growth and development of as well opportunities available in the MSE sector. Each of the four project outputs are implemented and managed by a department level manager.

Duties and Responsibilities

The selected consultant will work with EDC staff to develop a sound Business Strategy and tactical plan, including a Corporate Marketing& communication Strategy,  for EDC, to achieve its growth potential and maximize the impact on the target beneficiaries through delivery of efficient and quality services,  enhance the visibility and branding of EDC, increase the level of awareness of the EDP among strategic partners and stakeholders, to promote and attract technical support and mobilize resources for effective programme implementation, especially for scaling up and sustainability. The selected consultant is to also develop a mechanism to ensure that the existing regional centers (4 offices) become functional and operationalised.  

The consultant will be responsible for ensuring the quality of the Business Strategy is of the highest standard and provides special attention to youth and mainstreaming gender issues.

The specific duties of the consultant will include the following but not limited to:

  • Analyze the EDC program requirements through the provisions of the EDP project document;
  • Work with EDC staff members/ managers at the HQs and the regions, as well as key stakeholders to identify and refine target market segmentation based on key factors such as needs-based segmentation, urban vs rural, capital intensive vs labor intensive, marketing and distribution targets, channels and modalities (export-oriented or local market ) etc.; 
  • Make recommendations on fine-tuning of Business Fundamentals training and business development and advisory services provision based on refined market segmentation schemes including innovation for development services; with a focus on the creation of an indigenous pool of entrepreneurs with enhanced profitability, productivity and incomes to unleash their full growth, job and wealth creation potential on a sustainable basis;       
  • Develop and  outline an overall  business growth strategy (short to medium  term);  align the strategy with that of  other programmes supporting the growth and development of micro and small enterprises sector (such as the MSE Strategy), seeking to maximize effectiveness through collaboration and partnerships with relevant key strategic stakeholder organizations;
  • Develop a strategy or mechanism to ensure effective and efficient utilization of the established regional offices;
  • Clearly define and develop a regional roll –out strategy, beyond the current four EDC  regional offices (ROs), as part of the strategy to broadly expand the outreach and /or coverage of the EDP to multiple regions, taking into consideration but not limited to the following critical factors: identification and nurturing of relationships with key regional stakeholders; develop and codify criteria for regional site selection; identification, documentation and sharing of key lessons learnt from establishment of initial 4 ROs, so that it can be used as learning tools in the expansion; training capabilities and requirements needed to facilitate the expansion;
  •  Ensure work is conducted within the context of the overall governance and management structure of EDC and EDC’s three years Strategic Plan;
  • Research into relationships that should be developed and manage effective partners with both existing and new key corporate partners, NGOS, government, financial institutions, media and donors;
  • Develop a framework and mechanism that would allow the findings of EDC’s  stakeholder engagements and public policy dialogues to be communicated to the appropriate public sector policy officials to inform public policy, regulatory or institutional and market reforms and debate on promoting entrepreneurship and enterprise development, as well as enhancing the business enabling environment in Ethiopia.

Competencies

Functional Competencies

  • Proven knowledge and experience related to entrepreneurship development;
  • Demonstrated experience in undertaking a nation-wide research study and report development of high standards;
  • Exposure to or understanding of the Ethiopia’s socio-economic contexts is an asset;
  • Sound understanding of the national and international development policies, strategies and programmes, and their implementation issues and challenges;
  • Analytical skills and experience in developing corporate marketing strategy of high standards;
  • Working experience and familiarity with the development efforts of the international development partners, especially UN agencies and NGOs.

Required Skills and Experience

Education:

  • Master’s degree in Economics, Social  Sciences, or development related fields.

 Experiences:

  • At least 5-10 years of senior level strategy experience, preferably in consulting or agency work;
  • Sound understanding of the national and international development policies, strategies and programmes, and their implementation issues and challenges.

 Language:

  • Excellent written and spoken English and Amharic;
  • Full proficiency in using computer software, such as Microsoft Office.
