Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

The Partnerships and Communications Division (PCD) provides strategic leadership and management oversight to ensure coherent quality service delivery in UNV’s partnerships development, resource mobilization, external relations management and corporate communications.  To implement the UNV Strategic Framework for 2014-2017, new Partnerships Strategy was formulated in 2014, emphasizing the urgency to strengthen the internal staff capacity, business processes and systems related to partnerships management and resource mobilization from the UN Member States, private sector, foundations, regional organizations, international financing institutions, universities, among others.  The UNV Strategic Framework sets the annual target of external funds mobilization at US$50 million per annum, which requires a significant growth from the current level of US$19 million per annum realized in 2014.  To do so, PCD is mandated to put in place related policy frameworks, guidance notes, standard operating procedures, business processes, due diligence tools, other instruments as well as a new partnerships knowledge management system, to ensure coherent resource mobilization and partnerships management practices across the organization, at HQ, regional and Field Units levels.

The Partnerships Section, under PCD Chief’s oversight, leads and coordinates the donor funds mobilization and partnerships management.  In order to realign the Section’s key functions to best implement the UNV Strategic Framework and the Partnerships Strategy, functional review was undertaken in 2014, which resulted in the establishment of two clusters in the Section, namely 1) Partnerships and Resource Mobilization Support (PRMS) Cluster, which is primarily responsible for managing and expanding existing partners; and 2) Corporate Partnerships Advice and Solutions (CPAS) Cluster, which is tasked to lead the establishment of new financing partnerships with non-traditional emerging partners to help reach the above resource mobilization target.

Duties and Responsibilities

The Consultant will be reporting to the Team Leader of the Partnerships Section Chief/PRMS Cluster leader.  The Consultant will develop new policy frameworks, guidance notes, standard operating procedures, due diligence tools, other relevant instruments, as well as a new partnerships knowledge management system, as required to ensure coherent and standardized practice of external resource mobilization and partnerships management.  The Consultant will also coordinate the roll-out of newly developed tools to ensure consistent application and utilization by all the UNV personnel at all levels.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses would be agreed upon, between the respective business unit and Individual Consultant, prior to travel.
Please note that it is anticipated to also provide onsite training in the three UNV Regional Offices. The related costs will be covered by the respective business unit.

Scope of the work

The consultant will have the following deliverables and deadlines:

Develop new sets of standard operating procedures, guidance notes, policy notes, due diligence tools, templates, etc. to ensure coherent and standardized partnerships management and resource mobilization at HQ, Regional Centers and the Field Units in over 80 countries – for approval by the Strategic Management Team.  An internal online / face-to-face needs surveys will be conducted to inform the formulation of various tools and instruments.  By end June 2015

Develop a new partnership info/data/knowledge management platform (e.g. portal and/or others as needed), that is readily accessible by all the UNV personnel at the HQ, Regional Centers and the Field Units in over 80 countries – for approval by the Strategic Management Team.  By September 2015

Coordinate the roll-out of the above outputs to ensure effective utilization and coherent application by all the UNV personnel at HQ, Regional Centers and the Field Units in over 80 countries, including dissemination and on-site/on-line training.  Test-run the newly developed tools, instruments and systems to get feedback for necessary fine-tuning before finalization.     By December 2015

Please note that the consultant shall be based in Bonn/Germany (80%) and also home based (20%).

Required Skills and Experience

Education:

  • Master’s Degree in Management, International Development, Organizational Strategies or any related field.

Experience:

  • At least 10 years of progressively responsible experience in the development sector, preferably in participatory formulation of management tools and knowledge management system;
  • Competence in using participatory techniques to develop new organizational management tools related to partnerships management and resource mobilization that will ensure coherent practices and systematic, effective implementation across the institution;
  • Solid experience and track record in the global partnerships management and resource mobilization for international organizations, preferably UNDP and UN system;
  • Demonstrated knowledge of Result Based Management (RBM);
  • Experience and familiarity with UN system, especially UNV and UNDP;
  • Proven experience and track record in establishing and strengthening cross-sectorial collaborative business processes related to partnerships management and resource mobilization;
  • Excellent analytical and strategic thinking;
  • Excellence in capacity building skills, especially in training cross-sectional personnel, to effectively introduce new tools, business processes and systems for practical use;
  • Competence in information gathering techniques and computerized data processing;
  • Good people and communication skills.

Language:

  • Fluency in English;
  • Excellence English language report writing skills.

Application procedure

Applicants have to provide a technical and financial proposal. 
The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components and milestones of its implementation.
The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Interviews might be used to further determine the technical competencies of the candidates.

Criteria for Selection of the Best Offer

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted 70%, and combined with the price offer which will be weighted 30%.

Key selection criteria are as follows:

  • Strategic approach and proven track record in the field of innovative financing partnerships building and resource mobilization (40%);
  • Proven analytical and writing skills (20%);
  • Professional experience in UN system and/or international organizations (10%).
