The United Nations System in Gaziantep seeks 2 candidates for the position of Common Services Radio Operator, responsible for supporting the United Nations Emergency Communications System, UN Mission Tracking and all voice and data communications associated with the implementation of safety and security for UN personnel in Eastern, South-eastern and Mediterranean Regions. The incumbent will also be responsible for assisting in the provision of administrative services. (Turkish Nationals Only)

Under the overall guidance and supervision of the Field Security Coordinator, the Common Services Radio Operator monitor and support the Emergency Communications System, UN Mission Tracking and all voice and data communications associated with the implementation of safety and security for UN personnel in ASC Southeast Region. The incumbents also assist in the provision of administrative services.

Common Services Radio Operator work in close collaboration with UN House Ankara Radio operators and also field offices, and missions in the ASC Southeast Region. Significantly, Common Services Radio Operator are responsible for reporting and communications with the agencies located in Eastern, South-eastern and Mediterranean Regions. Common Services Radio Operators operate with working shift per SOP at UN House in Gaziantep. 

Duties and Responsibilities

Communication System Support

 

  • Supports radio communications between United Nations agencies, ensuring Emergency Communications System in Eastern, South-eastern and Mediterranean Regions is functional at all times.

 

  • Performs daily/weekly HF and UHF radio checks with UN agencies located in ASC Southeast Region.

 

  • Responsible for voice and data traffic to and from the Radio Room.

 

  • The Radio Operator monitor HF and UHF radio communications and keep track of UN staff and vehicle movements.

 

  • Provides support to users of practical radio equipment operating guidance before and during missions to increase communications effectiveness.

 

  • Maintains a radio log, checks all radio UHF repeater bases and /HF bases, and registers all mobile radio network coverage in the field.

 

  • Manages movement control. Maintains necessary details on itineraries and location of all UN staff travelling on mission.

 

  • Ensures that the ECS in the Eastern, South-eastern and Mediterranean Regions is compliant with Country Minimum Operating Security Standards with respect to telecommunication, radio equipment and satellite phones.

 

  • Maintains and updates radio call signs, contact details and other related security information and works in collaboration with Common Services Radio Room in Ankara.

 

  • Assists with and provides technical guidance on maintenance and repair of communications equipment in Eastern, South-eastern and Mediterranean Regions.

 

Information Management Services

 

  • Inform UNDSS immediately of any incident/accident received via the communication network and accurately identify exact location/grid references of all incident/accidents.

 

  • Ensures GPS coordinates of all UN premises and staff residence addresses are up-to-date.

 

  • Maintains and monitors the Geographical Information System.

 

Administrative Support Services

 

  • Performs other additional duties as assigned by the ASC and UNDSS.

The key results have a direct impact on the timely and effective implementation of UN security support at the Regional level through the efficient communication of information and instructions, particularly during emergencies. 

 

  • The functions and associated key results ensure UN Security Management System policy compliance and support operational capacities in all programme areas in the East, Southeast and Mediterranean Regions.

Required Skills and Experience

 

Education

 

An undergraduate degree is desirable

 

 

Experience

 

Minimum 24 months of relevant experience in radio communications, access control systems and general office logistics and administration. Expertise in current computer systems and office software packages (MS Word, Excel and Power-point), and graphic information systems. Experience in handling web-based management systems. Experience of security related matters is desirable. An Amateur Radio Operators License recognised by the Government of Turkey is also desirable.

 

 

Language Requirements

 

Fluency in English, both written and oral and Turkish is a minimum requirement.
