Background

Starting from 2013, UN Women, with the support of the European Union (EU), has been implementing the project “Innovative Action for Gender Equality in Georgia” (IAGE), the overall objective of which is to adopt and implement relevant policies and legislation to address specific healthcare, social, and economic needs of women from excluded groups in Georgia. The specific objective is to support women’s initiatives aimed at confidence building and social stability through addressing healthcare, social, and economic needs of ethnic minority, imprisoned, IDP and conflict affected women and women living in remote mountainous areas in Georgia.

The project is aimed at realizing three interrelated outputs/results:

  • Capacity of gender equality and women’s rights advocates increased to advocate for integration of issues of excluded groups of women and girls in relevant policies and legislation;
  • Willingness and capacity of state structures increased to incorporate issues of excluded groups of women and girls in relevant policies, legislation and services on national and local levels;
  • Partnerships among the government and women’s civil society groups as well as women’s people-to-people diplomacy initiatives increased for promotion of social stability and confidence building.

The final beneficiaries’ of the IAGE are four groups of women and girls: 1) ethnic minority women, 2) imprisoned women, 3) women residing in isolated mountainous settings and 4) single, elderly and disabled women among the groups of IDP, and conflict affected women.

UN Women IAGE project commissioned four studies to assess the situation and needs of the above-mentioned four groups of women and girls, in order to elaborate relevant policy level recommendations. In order to take further the findings and recommendations made in the studies and support advocacy efforts for relevant changes, IAGE project funded innovative projects of civil society actors through the ‘small grants’ component of the project. One of the grantees ‘Fund for Women Entrepreneurs’ (FWE) is implementing the project “Strengthening of Women in the Mountainous Regions of Georgia” and has mobilized 45 women in two mountainous regions: Racha (Ambrolauri district) and Lechkhumi (Tasgeri district). The mobilized women were trained in practical aspects of micro business startup and advocacy. Currently they are in the process of forming non-governmental organizations that will work on the problems of women in their communities. In order to further increase awareness of these women and local government representatives (LG) on the issues of gender equality and women’s empowerment and facilitate discussion between them around the problems of their communities, IAGE project plans to conduct an introductory training for the mobilized women and LG representatives and provide floor for development of joint actions for future cooperation. Therefore, UN Women plans to hire gender trainer to provide training to the participants on the issues of gender equality and women’s empowerment. The training will be conducted in Kutaisi.

Duties and Responsibilities

The trainer will work under the direct supervision of the IAGE Programme Manager and will be responsible for the following:

  • Prepare methodology (with preference given to interactive methods) and detailed agenda for the trainings covering key concepts in the field of gender equality and women’s rights, deriving to the extent possible CEDAW and national legislation and policies;
  • Conduct two two-and-half day trainings for the mobilized women and LG representatives  from Racha-Lechkhumi region in Kutaisi;
  • Facilitate discussion and joint action planning between mobilized women and LG representatives;
  • Prepare detailed training report.

Key Deliverables and Timeframe:

  • Elaborated methodology  and detailed training agenda (3 working days) –by April 6, 2015;
  • Conducted two two-and-half day trainings for the mobilized women and LG representatives  from Racha-Lechkhumi region in Kutaisi (5 working day) - by April 21, 2015;
  • Submitted detailed training report (2 working days) – by April 24, 2015.

The timeframe for the work of the trainer is planned for 10 working days in April 2015.

Required Skills and Experience

Academic Qualifications:

  • Graduate degree in international relations, social sciences, gender studies, or relevant work experience.

Year of Experience: 

  • At least five years’ experience of working as a trainer
  • Previous experience in facilitating discussions and action planning between various groups

Language:

  • Proficiency in Russian.

Evaluation procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation. The candidates must possess minimum qualification criteria to be eligible for further technical evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Graduate degree in international relations, social sciences, gender studies, or relevant work experience (20 points);
  • At least five years’ experience of working as a trainer (max 70 points);
  • Sound understanding and demonstrated knowledge of women’s rights framework and gender issues in Georgia (including policy and legislative framework)  (max 70 points);
  • Previous experience in facilitating discussions and action planning between various groups (max 60 points);
  • Technical proposal (max 100)
  • Proficiency in English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will work under the direct supervision of the IAGE Project Manager.

Financial arrangements:

Payment will be disbursed in two instalments based on the deliverables according to the following schedule:

  • First instalment 50% - submitted detailed methodology and training agenda – deliverable 1;
  • Second instalment 50% - trainings conducted and detailed training report submitted  - deliverables 2 and 3.
