Background

UNCDF is currently undertaking a number of diagnostics as part of the Making Access Possible global programme.  The MAP diagnostic consists of detailed supply and demand side analysis.  The demand side analysis consists of the FinScope survey, undertaken by FinMark Trust and supply-side assessments undertaken in collaboration with Map partner, Cenfri.  Against this background, UNCDF requires the assistance of a consultant to assist in the initial set up of the programme.  The outcome of the programme is to ensure that at least 20 countries have been empowered to define their national financial inclusion roadmaps based on data-driven and evidence-based diagnostics, and through in-depth national stakeholders’ processes. Enabling environments have been fostered that encourage donor alignment in support of those roadmaps as well as promote an accelerated market development for financial inclusion, contributing to sustainable financing for development through the implementation of the following outputs:

  • Evidence base to empower countries to better understand drivers of financial inclusion: Comprehensive, country-level financial inclusion diagnostics to identify actions and strategies that will improve the welfare of low-income households and grow small and micro businesses through increased financial inclusion.
  • Countries are enabled to meet their national commitments to financial inclusion through the development and implementation of a country roadmap and strategy: Ensure stakeholder processes in place towards the collaborative development and implementation of country roadmaps.
  • Global Advocacy: Global stakeholder process that uses the cross-country insights to engage and contribute to the global financial inclusion agenda.

Knowledge and Learning: Learning and dissemination drive comprising of country level content and process lessons feeding into a global knowledge base to contribute to the global financial inclusion agenda.   The consultant will work under the direct supervision of the MAP Global Programme Advisor.

Duties and Responsibilities

Functions / Key Results Expected

The Consultant’s involvement in MAP is to collaborate with the MAP Team in order that they may jointly:

  • Work with Global Programme Advisor in coordinating the MAP partners, FinMark Trust and Cenfri, for the day to day project management of the various country implementations underway;
  • Assist in the preparation of MAP monthly reports in collaboration with the MAP global programme advisor;
  • Provide project management support to the MAP Global Programme Advisor, when necessary, eg setting up meetings, organisation of meeting rooms, partner meeting logistics, etc;
  • Co-develop the M&E framework for the MAP global programme in collaboration with the MAP partners and the global programme advisor;
  • Assist with any MAP related operational tasks, including the preparation for global events;
  • Keep track of grant agreement payments to MAP partners, including budget management;
  • Provide overall support to the MAP Programme Advisor;
  • Co-develop financing proposals for donors for MAP;
  • Assist in the development of preparatory materials for Donor meetings and general fund-raising;
  • Finalise all MAP templates and place them on the MAP website;
  • Finalise MAP branding in collaboration with the MAP global programme advisor;
  • Finalise MAP website on UNCDF website in coordination with HQ focal point;
  • Begin the development of the MAP knowledge management plan that should feed into the broader UNCDF knowledge management plan and structure.

Impact of Results

The consultant will be required to provide the following outputs:

  • MAP templates for an end to end MAP process;
  • MAP branding templates;
  • MAP branding guidelines;
  • MAP knowledge management plan;
  • Partner meeting.

Required Skills and Experience

Education:

  • Advanced degree in economics, finance, business or public administration or related field.

Experience:

  • A minimum of 3 years relevant, practical working experience within the financial sector and/or telecommunications sector;
  • Technical knowledge and experience with financial services and/or telecommunications, preferably with a large bank or mobile operator
  • Experience with similar assignments in developing countries is an advantage.
  • Excellent organizational, inter-personal, communication and administrative skills, including solid experience in financial management;
  • Strong financial analysis and business project appraisal skills;
  • Familiarity with UN/UNCDF rules and procedures is an advantage.

Language:

  • Fluent in English,  French is an asset   

Evaluation Scoring:

  • Technical evaluation based on competencies (30%), experience (30%) and education (10%);
  • Financial evaluation based on daily fee quoted by applicant (30%).
