Under the overall guidance of Country Director, the Procurement Specialist is responsible for management of the CO Procurement Unit, effective delivery of procurement services in order to obtain the best value for money. The Procurement Specialist manages the CO procurement and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The Procurement Specialist supervises and leads the support and professional staff of the Procurement Unit. S/he works in close collaboration with the Management Support and Business Development, Operations, Programme and project teams in the CO, UNDP HQs staff and Government officials to successfully deliver procurement services.

With a view to identifying fresh sources of development financing, and in keeping with India’s emerging MIC status, the UNDP India Office has successfully concluded a ground-breaking agreement with the Government of India to utilize Government budget funds to implement priority project and programmes which would contribute to strengthening administrative efficiency and government capacity.

 The centre-piece of the restructured India Office is the Development Services Centre (DSC). The new Development Support Services (DSS) modality has the advantage of being more than a revenue generating modality.  Of the number of options explored to generate resources, Development Support Services are considered the most feasible and relevant and the option with the highest revenue potential.

The procurement and supply chain management service line is expected to account for the largest volume of services provided through the DSC.

Duties and Responsibilities

Summary of Key Functions:

  • Expert level advisory services to the UNDP Management Team and national counterparts;
  • Manage and guide procurement processes;
  • Procurement risk management;
  • Facilitation of knowledge/capacity building and knowledge sharing.

Duties and Responsibilities:

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: 

  • Full compliance of procurement activities with UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system;
  • Provides leadership to the Procurement Team, leading and mentoring a team of international/national staff and enhancement of framework for the Unit to deliver the services;
  • CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures in Procurement and Logistics, control of the workflows in the Procurement Unit;
  • Elaboration and implementation of cost saving and reduction strategies;
  • Implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment;
  • Implementation of the strategic sourcing in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement;
  • Managing reporting requirements to Senior Management on delivery of procurement services.

Manages and guides procurement processes for directly implemented, nationally implemented, and management projects as well at the request of UN Agencies focusing on achievement of the following results:

  • Coordinate annual and multi-year procurement plans for the Office and projects and monitoring of their implementation;
  • Implementation of proper monitoring and control of bidding processes, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation;
  • Implementation of proper monitoring and control of processes for acquisition of individual contractors and Reimbursable Loan Agreement (RLA);
  • Review of submissions to the Contract, Asset and Procurement Committee (CAP) and Regional/Advisory Committee on Procurement (R/ACP);
  • Develop and implement a service tracking to allow management review of procurement processes to ensure programme delivery;
  • Coordination of harmonized procurement activities, as necessary.

Procurement risk assessment and management in the CO, focusing on achievement of the following results:

  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Ensure ATLAS (UNDP’s ERP platform on PeopleSoft) educated environment in the CO;
  • Lead and coordinate implementation of electronic-tendering tool for procurement processes;
  • Conduct procurement capacity assessment of the implementing partners, leading to capacity building initiatives, where required;
  • Develop and implement service level agreements with the Bangkok Regional Hub for possible in sourcing of procurement services

Ensures facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on Procurement;
  • Synthesis of lessons learnt and best practices in Procurement;
  • Sound contributions to knowledge networks and communities of practice;
  • Participate and contribute to project reviews (LPAC) and formulation of project budgets, with a focus on procurement.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Supply Chain Management or Business Administration is required.

Experience: 

  • Minimum seven years of progressive professional experience in international procurement and/or operations or must have held similar positions in other international organizations;
  • A combination of UNDP HQ and CO experience would be an advantage;
  • Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations to management;
  • CIPS or equivalent certification in procurement is highly desired.  In its absence the incumbent will be expected to acquire at least UNDP CIPS Level IV upon appointment.

Language: 

  • Fluency in oral and written English language is absolutely required;
  • Knowledge of other UN languages will be an advantage.
