Background

This is the Terms of Reference (ToR) for the UNDP-GEF Midterm Review (MTR) of the medium-sized project titled “Mainstreaming Coastal and Marine Biodiversity Conservation into Production Sectors in the Sindhudurg coast, Maharashtra” (PIMS#4242) implemented through the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India and Department of Forests, State Government of Maharashtra, which is to be undertaken in 2015. The project started in 2012. This ToR sets out the expectations for this MTR.  The MTR process must follow the guidance outlined in the document Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects.

Duties and Responsibilities

The MTR will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Document, and assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on-track to achieve its intended results. The MTR will also review the project’s strategy, its risks to sustainability.

Competencies

Functional Competencies:

  • Should have knowledge of participatory monitoring, review and evaluation processes, and experience in review and evaluation of technical assistance projects with major donor agencies;
  • Should be familiar with coastal and marine biodiversity and production sector policies/conditions in India and abroad through management and/or implementation or through consultancies in review and evaluation of donor funded projects;
  • Should be familiar with GEF rules, regulations, project reviews and evaluations;
  • At least 4 years of technical experience in marine and coastal ecosystems and biodiversity projects in any country or related activities. Experience specific to mainstreaming of marine and coastal biodiversity conservation into production sectors and related projects is advantageous; (Credibility of completion/on-going support documents to be included);
  • Should possess excellent analytical and computing skills including MS word, excel, powerpoint, and related programmes.

  • Ability and experience to lead multi-disciplinary and national teams, and deliver quality reports within the given time,

Required Skills and Experience

Academic Qualifications:

  • Should have Master’s degree (preferably PhD) in the field of natural resource management, biodiversity, developmental studies, social sciences or related fields.

Professional Experience:

  • A minimum of 10 years accumulated and recognized professional experience is required. Knowledge of UNDP and GEF is advantageous;
  • In-depth understanding of coastal and marine biodiversity conservation and experience in production sectors along marine and coastal areas is desirable.

Language Requirement:

  • Writing and communication will be in English, and he/she must have excellent communication skills in English.

Payment Schedule:

  • 10% on submission of inception plan;
  • 30% on submission and approval of the 1st draft MTR report;
  • 60% on submission and approval (UNDP-CO and UNDP RTA) of the final MTR report.
