Background

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

To build capacity and increase awareness of the building design consultants in Malaysia with lighting efficiency, BSEEP intends to enhance the skill and experience of local building practitioners in lighting design as well as provide recognition to individuals with high levels of experience, competence, proficiency, and ethical fitness, bringing to their professional activities the full scope of knowledge requisite to the development and implementation of effective lighting efficiency solutions within the commercial, industrial, institutional and governmental market sectors.

Duties and Responsibilities

Scope Of Work

The primary jobscope is to develop training materials, conduct a Certified Lighting Efficiency Professional (CLEP) training course by the Association of Energy Engineers, as well as administer the CLEP examination.  

The consultant will be required to:

  • Preparation of CLEP training materials: Prepare and disseminate materials to impart to participants a practical approach to achieving effective visual environments without incurring excessive energy costs or affecting tenant comfort, customer sales, service, or the environment. Emphasis shall at a minimum be placed on the following areas: a) Designing or upgrading energy-effective lighting systems which realize savings without sacrificing lighting quality, b) Calculating the true savings from lighting improvements, c) Measuring and documenting savings achieved through an upgrade project, d) Assessing and implementing effective lighting control strategies, and e) Evaluating new lighting products for your applications;
  • Dissemination of training materials: Based on the training materials above, lead and conduct the CLEP training session though a workshop;
  • Examination administration: Lead, coordinate and proctor the CLEP examination in accordance to the requirements of the Association of Energy Engineers;
  • Evaluate the impact and effectiveness of workshop: The consultant is expected to carry out a post workshop evaluation survey to determine the impact of the learning objectives to the participant’s work as well as to gauge if the objectives of the training was imparted to the participants.

Methodology

  • The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department (JKR).

Expected Outputs

  • Corresponds to the scope of work, the consultant is expected to develop and produce training materials to meet the learning objectives in work scope 1 and 2 above. All training materials must be submitted in an editable softcopy format. Videos if produced shall be in *.mp4 format.  

Duration

  • The consultancy is expected to take place in April/ May 2015.

Deliverables and Timelines

  • The consultant will be responsible for the delivery, content, technical quality and accuracy of the training material, simulation models if any and report. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.

Terms Of Payment

  • The fee is payable upon satisfactory completion and acceptance of the deliverables by BSEEP Project Management Unit and UNDP Malaysia. Required Skills and Experience

The consultant should have the following expertise and experience:

Education Requirement:

  • Bachelor’s degree in Engineering or Science.

Professional Experience

  • Certified, accredited or approved CLEP trainer by Association of Energy Engineers;
  • Minimum 3 years of relevant professional experience in lighting simulation;
  • Knowledgeable in lighting design practices in tropical climates would be an advantage;
  • Knowledgeable in energy policies and energy management procedures of Malaysia would be an advantage.

Language Requirement

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
