Background

The Department of Environment, in collaboration with the United Nations Development Programme is looking for suitable National Consultants / companies to prepare a   comprehensive management plan for HPMP Stage 2 (HPMP Stae 2)   The HPMP will incorporate the strategy and action plan for Malaysia for compliance with the 2020 control targets, which is targeted for submission to the Executive Committee of the Multilateral Fund, at its 75th meeting in  December 2015.

Duties and Responsibilities

Scope Of Work

The Consultant will work under the supervision of UNDP with consultation with the Department of Environment and will have specific responsibility to carry out the following main tasks:

  • To interact with various chemical and equipment suppliers/importers and/or their representatives and relevant industry associations: a) To identify all current manufacturers of HCFC-based products in the Foams, Refrigeration, Air Conditioning, Firefighting, solvents and any other sectors where HCFCs are used, to maintain continuous contact with these users and maintain an updated list of all users.  Base data collected in HPMP Stage-I should be reviewed with additional information available with National Ozone Unit (as available) while conducting the process of identification, b) To investigate the availability, maturity and prices of alternatives to HCFCs for each application along with the techno-economic advantages and disadvantages of each alternative.  This should take into account alternatives that are currently being considered for phasing-out HCFC-141b in foam applications and those used in formulations developed by the systems houses, c) To establish patterns of historical and projected unconstrained growth in HCFC consumption in various sectors/sub-sectors until 2025, d) To establish reasons behind HCFC consumption changes between 2009 to 2014 by sectors and substance, and e) To update the previous accepted HPMP Plan 2010;
  • In consultation with UNDP and DOE, undertake plant visits to selected users and collect enterprise baseline information and other documentation as may be required by UNDP and DOE from users, in accordance with the pro-forma/questionnaire provided for this purpose. The HCFC consumption data from users shall be collected from the date of their establishment, whichever is later;
  • Classify the data generated from a) and b) above, update and as below: a) HCFC consumption by sector, b) List of HCFC users, segregated by sector, c) List of HCFC users who previously received assistance under the Montreal Protocol Programme, d) List of HCFC users who did not receive assistance under the Montreal Protocol Programme, and e) Approximate population of HCFC-based equipment segregated by sector.

Methodology

  • The consultant will report to UNDP and will work closely with the National Ozone Unit, Department of Environment. The methodology includes survey and data collection, desk research, interviews, meetings, workshops and discussions with relevant stakeholders. It is important for the consultant to obtain the necessary approvals and support for their survey and data collection.

Expected Outputs
The expert is expected to produce:

  • Report of the survey undertaken on the consumption of the gases/refrigerant listed under the scope of work;
  • A draft strategy paper and action plan for the relevant sectors;
  • An inception report, interim progress report on activities on a monthly basis, and, at the end of the contract period, a final report incorporating the expected outcomes;
  • A report on stakeholder workshops/seminar organised by the National Ozone Unit.

Duration

  • The consultancy is for 6 man-months over a period of 8 months.

Deliverables and Timelines

  • The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports on survey findings, including enterprise level information for purpose project preparation. The consultant is also expected to produce a final report. All deliverables shall be submitted to UNDP Malaysia and the National Ozone Unit, Department of Environment

Terms of Payment

Required Skills and Experience

The consultant should have the following expertise and experience:

Education Requirement:

  • Bachelor’s degree in Science or Engineering.

Experience:

  • More than 10 years of working experience;
  • Experience in handling of refrigerants in the air conditioning and/or foam industry especially the HCFC consuming sectors;
  • Knowledgable in Montreal Protocol activities in Malaysia would be an advantage;
  • Knowledge and understanding of the Montreal Protocol and its relevant policies and regulations  in Malaysia is a must;
  • Working experience with Department of Environment, government departments and international organizations would be an advantage.

Language Requirement:

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
