Background

The goal of the Global Gender Responsive Climate Change Programme has been to ensure that climate change policies, programmes and initiatives at all levels are gender-responsive and improve the lives and livelihoods of women and men. The Programme has played a catalytic role in shifting the paradigm on gender and climate change issues as well as in addressing the emerging challenges related to the incorporation of gender perspectives into global climate change policies and strategies.

In this regard, UNDP will strengthen the capacity of the National Communications Support Programme (NCSP) as well as its country members in integrating gender equality into the development of National Communications (NCs) as a meaningful entry point for training, awareness-raising and capacity-building efforts to influence other on-going climate change policymaking processes.

The National Communications Support Programme (NCSP) is funded by the Global Environment Facility (GEF) and is jointly managed by UNDP and UNEP. The primary objective of the NCSP is to provide technical and policy support to Parties to the United Nations Framework Convention on Climate Change (UNFCCC) for preparing their Second (or Third) National Communications (SNCs or TNCs). The NCSP is hosted by UNDP-GEF in UNDP headquarters, New York.

Duties and Responsibilities

The consultant will analyze, review and develop technical and policy-relevant materials, including methodologies and tools to integrate gender equality into the National Communications process.

  • The consultant will review the National Communications Global Support Programme website/platform, the set of documents and technical guidelines;
  • The consultant will prepare a questionnaire and conduct a survey to identify capacity needs and opportunities to mainstream gender into NC process prioritizing LDC, SIDS and African countries;
  • The consultant will develop a toolkit to integrate gender equality into the preparation of National Communications;
  • The consultant will support in organizing at least one training workshop (as part of the training workshops to be organized by the National Communications Support Programme) on gender and NCs process and for this purpose will develop the agenda, methodology and PowerPoint presentation;
  • The consultant will participate in at least one training workshop as part of the workshops to be organized by the National Communications Support Programme.

Deliverables:

  • Develop a methodological toolkit to integrate gender equality into NC process, analyses/assessments and outputs –30 April 2015;
  • Develop a PowerPoint presentation for National Communications Support Programme training workshop – 30 May 2015.

Competencies

  • Demonstrated capacity for strategic thinking, and expertise in global strategies;
  • Proven capacity to produce high quality qualitative research and ability to absorb, analyze and synthesize large amounts of complex information within tight deadlines;
  • Demonstrated ability and willingness to work with people of different cultural, ethnic and religious background, different gender, and diverse political views;
  • Demonstrated ability to communicate complex issues in a concise and clear manner;
  • Highly organized with strong analytical, synthesis,  and research skills. 

Required Skills and Experience

Education:

  • Master’s degree in gender, environment or other related area.  

Experience:

  • At least 15 years of experience in mainstreaming Gender into Climate Change and/or Environment policy processes;
  • Experience in capacity development and development of methodologies, tools and manuals, particularly within a UN context;
  • Familiarity with National Communication process under the UNFCCC an asset;
  • Familiarity with the UN System and working arrangements. Experience at both HQ and country levels would be desirable;
  • Experience in producing reports in English.

Working Language:

  • Fluent in English.
