Background

The UNDP PNTL project aim is to strengthen the capacity of the Timor Leste National Police (PNTL) to deliver quality policing services to the people of Timor Leste. The project focus is to support the high command transform their strategic and annual plans into tangible, measurable and financed activities. This is being done through the project team being co-located and working with counterparts on the following components: 1) Strategic plan implementation, 2) Information technology, 3) Human resources, 4) Procurement management, 5) Fleet management, and 6) Public relations.
The IT component deals with three main areas: Infrastructure, Systems and Training, focusing on using open source solutions and capacity building for the national staff. From the hardware components, through the software and ending on the system users and administrators, the IT teams aims to create with affordable components a reliable environment that will help develop the PNTL.

 

Duties and Responsibilities

  • Provide support to the implementation of the IT systems for the PNTL, with emphasis on digital security, disaster recovery and business continuity, including server configuration, deployment, administration and training of national staff.
  • Provide a basic IT Disaster Recovery solution with an off-site backup in order to recover critical data in case of a problem in the main site.
  • Assess the resilience of the existing IT systems and supporting infrastructure.
  • Elaborate a basic IT Contingency plan, so that PNTL has a minimum readiness and capability to cope effectively with incidents. 
  • Secure the connections between all PNTL buildings, mainly the Head-Quarters and Districts, with the use of reliable and effective Virtual Private Connections.
  • Assist in securing the current users network in PNTL, by organizing a solution to register all users and computers.
  • Implement virtualization solutions in order to assist in the scalability, high availability and disaster recovery of the IT systems.
  • Provide management advisory services for IT digital security and business continuity systems, such as Firewall, Proxy, UPS, Virtual servers etc.
  • Provide support services related to link all IT systems and their users, including office applications, computer operations, email, Internet, Intranet, chat systems, VoIP System, special software set up, training and troubleshooting for all the computer users within the PNTL.
  • Provide technical support for all Commands and users within the PNTL Network in the districts, troubleshooting problems as they arise and designing long-term solutions.
  • Report to the ICT Coordinator and Chief of IT any client needs including hardware, software, backup, cabling, switches, UPS, servers, desktops, scanners, laptops, routers,  printers and spare parts.
  • Provide mentoring and technical assistance for the national IT staff on the projects main areas: IT systems, hardware and networking. Responsible for assisting in the maintenance and administration of the LAN hardware, software and peripherals; including IT infrastructure, website operations, email, etc.
  • Enhance the existing support procedures, providing manuals, documentation of best practices, configurations, support and troubleshooting of network, software and hardware used by the PNTL in Dili and the districts.
  • Produce documentations and diagrams of IT related material and update/maintain existing documentation and diagrams.
  • Provide training and transfer knowledge of support, systems and network administration to national IT staff related to the tasks mentioned above.

Required Skills and Experience

Academic Qualifications:

  • Minimum Bachelor Degree in Computer Science, Information Technology or related field.

Years of experience:

  • Minimum of 6 years’ experience with administration, securing and deployment of Computer Systems, Network Support and Linux Servers at complex sites with heterogeneous devices, clients and servers (Linux and/or Windows) including switches, firewalls, fileservers, webservers, email, Proxy, databases and DNS.
  • Experience in Information Security implementation and management.
  • Experience with general network security and support systems such as Firewall, VPN, VoIP, Routing, Wireless Network, etc.
  • Experience with VMWare Virtualization technologies. 
  • Experience designing, implementing and maintaining enterprise level data networks, including cabling, setting up network equipment (switches, routers, access points), troubleshooting and management using SNMP and protocol analyzers.
  • Demonstrated ability to identify solutions and troubleshooting for computer hardware, software, network and systems in general.
  • Experience as a mentor/trainer in the IT field.
  • Previous experience deploying IT Linux Systems in a developing country, such as Timor-Leste.

 Language requirements

  •  For this post, fluency in English (both oral and written) is required. 
  •  Knowledge of Tetum and Portuguese will be an asset.
