Background

Under the guidance of the Deputy Resident Representative and direct supervision of the Assistant Resident Representative, the M&E Analyst contributes to development of strategic planning and application of RBM tools, contributes to effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met, and participates in the conduct of thematic and crosscutting evaluations.

The M&E Analyst participates in the development and implementation of the country office resource mobilization and partnerships development strategies.

The M&E Analyst works in close collaboration with other Programme and Operations Teams in the CO, as well as with UNDP HQ staff, UN Agencies.

Duties and Responsibilities

Summary of Key Functions:

  • Input to development of strategic planning and results-based management;
  • Implementation of monitoring, evaluation and RBM policies and strategies;
  • Support to the monitoring and evaluation processes including coordination of donor intelligence/ reporting;
  • Facilitate knowledge building and knowledge sharing on communications and PR

Input to development of strategic planning and results-based management, focusing on achievement of the following results:

  • Analyses of requirements and summary of proposals/ inputs for the preparation and annual review of the Country Programme Document (CPD), Country Programme Action Plan (CPAP), Annual Work Plan (AWP) and Annual Progress Reports (APR);
  • Provision of inputs for preparation of the CO annual targets and reports on Balanced Scorecard (BSC), Enhanced Results Based Management  system (ERBM) and as per other corporate requirements;
  • Review and analyses of Project documents to ensure linkages with the CO’s Development and Management Plan targets, monitor the targets to ensure its consistency and uniformity

Implementation of monitoring, evaluation and RBM policies and strategies focusing on achievement of the following results:

  • Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations;
  • Inputs to the M&E workplan, analysis and proposals on topics, and projects/ programme to be evaluated;
  • Promotion of monitoring, evaluation and RBM standards, quality assurance/ control and capacity development in the Country Office;
  • Contribute to the UNDP CPD/CPAP annual review;

Supports effective management of the monitoring and evaluation process including coordination of donor intelligence/ reporting,  focusing on achievement of the following results:

  • Coordinate timely and qualitatively donors reporting, including provision of support to preparation of the reports;
  • Clearance of partner agreements to ensure compliance with corporate and donors requirements/standards (Donor, Government, Implementing Partners, etc);
  • Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
  • Guidance on UNDP monitoring and evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with assigned project/ thematic/ sectoral monitoring & evaluations and/ or desk reviews, consultants and/ or members of the monitoring & evaluation team. Provision of guidance at the design stage of programmes/ projects;
  • Analysis and synthesis of proposals on areas evaluated, effectiveness and impact of UNDP programme;
  • Follow up on implementation of evaluation recommendations.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:

  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts;
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy;
  • Participation in results-oriented monitoring and evaluation training efforts in the Country Office

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.

Experience:

  • Up to 2 years of relevant experience in international development issues. Some experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English and Russian;
  • Kyrgyz is an asset.
