Background

The Ministry of Lands and Rural Resettlement (MLRR) has developed a project: Support to the Ministry of Lands and Rural Resettlement 2014 to 2016 Action Plan.  The main objective of the project is to assist the MLRR to accelerate the rehabilitation of the land sector as a prerequisite for recovery and development of agriculture and other land based economic sectors.  This project will be catalytic in addressing the critical areas towards the finalization of the outstanding issues on valuation, compensation, conflict resolution, base mapping and surveying of the resettled areas.  The proposed interventions within this project will ensure that MLRR has the capacity to monitor and track the production and productivity on agricultural land anchored on the ZIMASSET, the MDG commitments and other national performance indicators.

The full commitment to the achievements of the critical elements of this project is funded through the support of the European Union from 2014 to 2017 and UNDP.  As a result, this project requires an experienced Project Finance Analyst who will ensure proper utilization and reporting of resources towards the achievements of the project.

Under the direct supervision of the Project Coordinator and overall guidance of the Head of UNDP Poverty Reduction and HIV/AIDS Mainstreaming Unit, the Project Finance Analyst (PFA) will work with in close collaboration with the Ministry of Lands and Rural Resettlement and its management.  He/she will be based at the Ministry of Lands and Rural Resettlement Block 4, Makombe Complex.  S/he will work with the MLRR, sector Government Ministries/departments, UNDP and other relevant stakeholders.

S/he will provide financial analysis and management to the project in the delivery of the Project Outputs as outlined in the Project Annual Work Plan.  S/he works in close collaboration with the UNDP programme and operations teams, Government and may interact with multi-lateral and bi-lateral donors ensuring successful UNDP governance programme delivery.

Duties and Responsibilities

Ensure implementation of financial and operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Project financial resources management through planning, guiding, controlling, recording and reporting of the resources in accordance with UNDP rules and regulations;
  • Implementation of effective internal controls system;
  • Management of financial cost sharing agreements;
  • Project Budget preparation, continuous analysis and monitoring of the financial situation, presentation of forecasts for project;
  • Routinely monitors financial reports for unusual activities, transactions, and investigates anomalies.

Ensures proper and effective management of Project budgets and optimal cost recovery   system focusing on the achievement of the following results:

  • Ensures vouchers have adequate supporting documentation and are duly processed and transactions are correctly recorded and posted in Atlas;
  • Routine monitoring of project costs for the services provided, implementation of the income/ expenditure tracking system;
  • Proper setup and monitoring of project budget in Atlas including review and submission of budget revisions;
  • Participation in the projects’ audit and ensure proper follow up of recommendations.

Ensures implementation of effective accounting system for resources mobilized
    focusing on achievement of the following results:

  • Proper monitoring and utilization of  contributions;
  • Provision of advice to Project Coordinator and key stakeholders (Gov’t, UNDP, Donors);
  • Preparation and monitoring of financial reports to Donors and key stakeholders.

Ensures facilitation of knowledge building and knowledge sharing on financial matters focusing on the achievement of the following results:

  • Advice to Project Coordinator and Project Team on UNDP administrative and NIM/DIM reporting;
  • Advice the Project Coordinator and other key stakeholders of Project results in accordance with Results Based Management;
  • Synthesis of lessons learned and best practices in project finance.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in Accounting and Finance, Business, Public Administration, Economics and/or Professional certifications (CPA, ACCA, etc);
  • A first-level university degree plus four (4) years of relevant experience in lieu of the advanced university degree.

Experience:

  •  At least two (2) years of relevant experience at the national and international level in project management; 
  • Knowledge of IPSAS desirable; 
  • Familiarity with the Results Based Management (RBM) principles in Project/Programme management desirable; 
  • UN/UNDP experience an added advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint) and advance knowledge of spreadsheet. 
  • Experience in web based ERP systems (ATLAS, PeopleSoft, Oracle, SAP, etc).

Language Requirements:

  •  Fluency in English and local language;
  • Strong oral and written skills in English.
