Background

Under the overall guidance and direct supervision of the Country Director, the Programme Management Analyst is responsible for continuous monitoring and guidance for effective planning and delivery of programme finances ensuring the efficient and transparent utilization of resources. The Programme Management Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The incumbent is responsible guiding the strategic planning at the country office programme level to ensure the proper, prudent and efficient implementation and management of programme resources.  The incumbent is responsible for providing strategic direction and analysis to present an integrated framework for reporting on the CO programme resources.

The Programme Management Analyst works in close collaboration with the Programme and Operations teams in the CO and UNDP HQ for resolving complex programme and operations-related issues, ensuring successful CO performance in programme financial issues.

Duties and Responsibilities

Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies on financial activities, budgeting, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system (focusing on programme resources);
  • CO programme finance business processes mapping and elaboration of the content of Standard Operating Procedures in programme finances in consultation with office management;
  • Continuous analysis and monitoring of the programmme financial situation and its impact on the CO sustainability; presentation of programme financial forecasts for development projects.

Provides effective strategic advice on programme resources to management and programme staff focusing on achievement of the following results:

  • Keeps abreast of evolving corporate financial management, budgeting and cost-recovery policies, procedures and practices and advises management and staff accordingly;
  •  Prepares and provides periodic briefs to management and programme management staff on the financial position of programmes, and suggests specific recommendations to enhance the effective and efficient management of resources;
  • Provides hands-on advice to programme staff on multi-year planning, pipeline management and Atlas usage for budgeting, disbursement tracking and reporting purposes;
  • Maintains a comprehensive overview of the CO sustainability, including both programme inflows and outflows (core & non-core) as well as management costs (with inputs from the concerned units in the CO), for strategic and management decision-making purposes.

Ensures the effective management of programme resources’ planning and monitoring processes, focusing on the achievement of the following results:

  • Develops and maintains a programme pipeline planning and management method, ensuring its systematic integration in the CO overall resource plan, and through the provision of adequate guidance to programme staff;
  •  Develops and manages a core programme resource allocation system, supportive of effective management decision-making;
  • Leads CO planning processes related to programme financial resources, including inter alia programme budget approval, authorized spending limits (ASL) and delivery levels, maintaining approval levels to ensure effective programme implementation rates, initiating/requesting budget amendments and advising the programme team on required budget revisions;
  • Ensures the effective and efficient management of programme funds through continuous monitoring of budget and delivery versus authorized spending limits (ASL), identification of potential solutions and improvement opportunities in accordance with UNDP rules and regulations;
  • Establishes budget and delivery targets based on available data inputs and forecasts;
  • Development, preparation and follow up of consolidated report on Programme Portfolio Pipeline, ensuring balance between resources inflow and outflows and office’s accountability towards set programme financial targets;
  • Analyzes requirements and synthesizes proposals to monitor proper mechanisms to eliminate deficiencies in budget management;
  • Periodic monitors dashboards and exceptions, identifying remedial actions.

 Prepares information and data inputs related to programme analysis, focusing on the achievement of the following results:

  • Prepares / reviews programme financial information related to Country Programme documents and frameworks, undertakes budget analysis to determine the thematic and donor distribution of programme funds, etc;
  • Develops reports related to programme resource trends and related analytical information;
  • Supports programme proposals development with specific inputs related to funds management, budgeting and cost-recovery.

Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on programme financial matters focusing on the achievement of the following results:

  • Provides on-going / on-the-job coaching to programme staff on programme financial resources management issues;
  • Organizes training activities for programme staff on programme financial management, including on the roll-out of new instructions/guidelines;
  •  Synthesis of lessons learned and best practices in programme finance and budget management;
  • Sound contribution to knowledge networks and communities of practice.

Required Skills and Experience

Education: 

  • Advanced University Degree in Business Administration, Economics, Accounting / Finance or relevant discipline, or university degree with an additional two years’ of professional experience.

Experience: 

  • Up to 2 years of relevant experience in providing financial management services, managing staff and operational systems;
  • Hands-on experience and proficiency in programme financial resource management is a must.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials (e.g. Atlas/PeopleSoft).

Language Requirements:
