Background

Under the UNDP country program the Local Governance/Local Development Program (Pillar 1) aims to strengthen democratic institutions at the sub national level through the provision of an integrated package of development assistance for improvements of local governance in rural areas of Myanmar with high poverty incidence and post conflict settings.

UNDP under the local governance/ local development program (Pillar 1) four specific results areas are being pursued:

  • Strengthened institutional capacity for local governments and township administrations for area-related development planning, responsive and effective public service delivery, organizational management and conflict prevention; (Output 01);
  • Citizens and communities engaged in local development and monitoring of service delivery (combined civil society and media support) (Output 02);
  • Strengthened capacity of institutions required to support livelihoods at the local level (vocational training and technical extension centres/ financial inclusion and microfinance: under the lead of UNDP partner UNCDF) (Output 04);
  • Livelihood support for social cohesion and peacebuilding (Output 05).

Each of the outputs has a team led by a P4 Program Specialist based in Yangon. Furthermore, implementation of the program throughout the country is facilitated by six area offices with selected local specialized staff and international UNVs supporting the implementation of the program.

The Programme Analyst will provide programmatic support to the overall Local Governance/ Local Development Pillar, supporting efforts to ensure programmatic coherence across the four outputs.

Under the direct supervision of the Team Leader, Local Governance, the Programme Analyst is responsible for the coordination and management of cross cutting business processes such as budgets and workplans, procurement, recruitment, monitoring and evaluation, reporting and communications for work across Pillar 1.

He/ She will work in close collaboration with the respective programme specialists and the national officers under the outputs, as well as with an assigned programme associate responsible for administrative support for cross-Pillar work The Programme Analyst will also promote coordination and close collaboration with other parts of UNDP.

This assignment will suit someone who wants to work in an exciting and rapidly changing country environment, where national counterparts are eager and willing to receive support. The pace of the work is fast and at times intense.

Duties and Responsibilities

Expected Key Results

Under the direct supervision of the Team Leader, Local Governance, and acting in close coordination with the four Programme Specialists, the Programme Analyst supports coordination and implementation of the Local Governance/ Local Development Programme.

Ensure implementation of programme strategies, focusing on the achievement of the following results:

  • Development of cross-pillar strategies and responses to issues affecting all four outputs of the pillar (i.e. common capacity building areas);
  • Development of programmatic narratives, ensuring that the sum of the work of the four outputs adds up to cumulative changes in local governance, local development, social cohesion and peacebuilding;
  • Development, and amendment, of programme documents for Pillar 1;
  • Provision of substantive inputs into UN documents and strategies for Pillar 1 as required;
  • Ensuring programmatic coherence and linkages across the four outputs of Pillar 1;
  • Ensuring programmatic coherence and linkages between Pillar 1 and other parts of the UNDP programme especially Pillar 3 on Democratic Governance.

Ensure effective management of the Local Governance Pillar, focusing on the the effective application of results based management:

  • Elaboration of Pillar 1 internal processes for the development of output work plans in line with UNDP Corporate Procedures and UNDP Myanmar Pillar 1 resources;
  • Ensure coherence across output workplans in line with programmatic strategies;
  • Ensuring greater efficiency in Pillar 1 transactions, by recommending and facilitating the combination of activities under different outputs into single business processes;
  • Analysis and monitoring of budgets and delivery rates and provide recommendations to the Team Leader on reallocation of budgets.

Ensure effective monitoring and reporting of the work under the Local Governance/ Local Development Pillar, focusing on the following results:

  • Effective and timely organization of management oversight arrangements at Pillar level (Pillar Board/Steering Committee) and output level (Output Boards);
  • Ensuring the corporate compliance of all Pillar 1 reporting and monitoring and evaluation requirements, in coordination with the Programme Strategy Unit,
  • Oversight of the implementation of the Pillar 1 Monitoring and Evaluation Plan;
  • Ensuring common standards and high quality of reporting across outputs, and for Pillar 1, providing advice to programme specialists and national officers;
  • Building systems and capacities amongst national officers in both Yangon and in field offices with a view to improving reporting and monitoring and evaluation;
  • Contribution to the identification of risks and issues and updating of risk logs in ATLAS.

Ensure effective management of the Local Governance/ Local Development Pillar, focusing on coherent and effective procurement and recruitment processes:

  • Oversight of procurement planning across Pillar 1;
  • Efficient and effective management of cross-pillar procurement processes;
  • Preparation of coherent staffing and recruitment strategies for Pillar 1, including maintaining up to date organograms;
  • Ensure effective and efficient recruitment of Pillar 1 staff, by drafting job descriptions and recruitment strategies under the direction of the relevant output lead, and following up with human resources ensuring prompt and efficient recruitment processes;
  • Prepares and facilitates cross-pillar inductions for new staff;
  • Participation in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required.

Ensures facilitation of knowledge building and management, and communication of Pillar 1 results, focusing on achievement of the following results:

  • Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Ensuring cross-pillar knowledge management, including knowledge product plans and dissemination strategies, in line with programmatic strategies;
  • Ensuring innovative and effective communication of cross-cutting Pillar 1 work, and oversight of the development of communications products, liaising with Communication team in Country Office (CO);
  • Preparation and quality control for Pillar 1 knowledge products, in conjunction with Programme Specialists;
  • Preparation communication products for outputs under Pillar 1, in conjunction with programme specialists and the communication specialists;
  • Ensures that UNDP and wider international best practice and lesson learning is fed into programmatic and strategic development in UNDP Myanmar.

Ensures creation of strategic partnerships and resource mobilization in cooperation with Pillar 1 colleagues and the Programme Support Unit, focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in Local Governance/ Local Development based on strategic goals of UNDP, country needs and donors’ priorities;
  • Quality control or technical input into funding proposals for individual outputs, as required;
  • Promote information sharing and coordination with UN agencies.

Required Skills and Experience

Education:

  • Master Degree in Political Studies, International Relations, Development Studies or any other relevant field.

Experience:

  • A minimum of 2 years’ experience in international development and at least one year of that experience of working on local governance, local development, civil society, community development and capacity building issues;
  • Experience in capacity development and facilitating positive transformational change;
  • Proven project cycle management experience, preferably within UNDP or another multilateral agency, with sound knowledge and experience in all aspects of project cycle (design, implementation, monitoring & evaluation);
  • Proven experience in core business processes management, preferably within UNDP or another multilateral agency, (such as procurement, recruitment);
  • Proven experience of donor reporting;
  • Prior experience of governance work in Myanmar, South-East Asia and/or countries in transition would be an asset;
  • Strong interpersonal and written and oral communication skills;
  • Ability to work well in multi-disciplinary and multi-cultural teams.

Language:

  • Excellent command of written and spoken English.
