Background

To contribute to an enhanced basis for policy dialogue, and to support decision-making, planning and engagement for national stakeholders and development partners, UNDP has conducted an analysis of the state of local governance in all 14 State/Regions. The initiative aimed to respond to scarcity of data and to provide a critical contribution to the ongoing reform process.

The purpose of the mapping was to better understand the state of governance in Myanmar at both state/region and township level, from both the supply and demand side perspective, i.e., from the institutional and people’s perspectives. The mapping identified the opportunities and challenges that exist in the area of local governance in order to contribute to policy discussions on regional and local governance in an informed manner.

Duties and Responsibilities

The main objective of the assignment is to provide dissemination and follow-up support to the local governance mapping that has been carried out by UNDP in collaboration with Government of Myanmar.

Under the overall guidance of the Coordinator of Local Governance Mapping, the Local Development Specialist, the consultant will be responsible for the following tasks:

  • Oversee final production of Volume 1 and the 14 State/Region Synthesis report in both English and Myanmar and additional LGM knowledge products;
  • Contribute to dissemination of the State of Local Governance (SOLG) Reports by creating PPT Presentations summarizing key findings for all States and Regions based on the published SOLG reports; 
  • Organizing and executing 4 state/region level report launching workshops;
  • Ensure production of 1 film (women village tract administrators).  Coordinate with filmmakers on story line, participate in field trips to shoot footage, and ensure a good script and final production; 
  • Writing of a background note on female local leadership.

Required Skills and Experience

Educational Qualification:

  • Masters degree in social science or public administration.

Work Experience:

  • Minimum 5 years experience in conducting similar type of knowledge management and knowledge coordination, research or programme support activities in developing and/or transition countries;
  • He/she should have adequate knowledge of the ongoing reform process in Myanmar and the ability to deal with political sensitivities in Myanmar;
  • Prior work experience in Myanmar would be an asset.

Language Skills:

  • Fluent in English.
