Background

The phase-I of DDR programme was implemented from 2009 to 2014 under the auspices of comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005. Based on the lesson learned and different surveys, the new phase of programme is graduated from individual reintegration to community based reintegration model to better position in meeting emerging priorities, needs and challenges .

This new programme will contribute to government priorities through the implementation of targeted socio-economic support. It will be complemented by community security interventions, establishment of economic infrastructure and capacity development of service providers. This will create concrete peace dividends which are essential for the country’s medium and long-term stability while it remains in line with the objectives set out in the Government’s Five Year Development Plan of 2012-2016.

The Government of Sudan extended the mandate of the National DDR Coordination Council as well as Sudan DDR Commission (SDDRC) under the auspices of Minister of Presidential Affairs until 2016. In the Presidential Decree on the establishment of SDDRC, the mandate of SDDRC is thoroughly defined within conventional DDR areas as well as in areas beyond DDR. Peace building and development are the additional areas where SDDRC is expected to contribute to and where this Community Security and Stabilization Programme will fit into.

In addition to the above, The DDPD final security arrangements envisages a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups.  The DDPD delegated the task of implementation of the DDR and Small Arms Control Programme to the Sudan DDR Commission (SDDRC) in close collaboration with the Darfur Regional Authority (DRA).  UNDP, UNAMID and other UN Agencies (UN Women, UNFPA and others) were requested to provide technical and operational support to SDDRC and DRA as well as other relevant Government institutions at national and Regional (Darfur) level for successful programme implementation. As part of those efforts, UNDP DDR/CSAC Programme is seeking the services of qualified persons to support the implementation of the Community Based Reintegration Programme in Darfur.

Planning and preparations for all four DDR programmes with new approach have now gained momentum to the point where substantial increase in human and physical resources is necessary to cope with the ever growing workload. The Sudan DDR Programme represents the largest DDR programme in the world and one of the biggest in the Sudan CO. The post will serve the projects of Community Security and Stabilization project in transitional areas , Darfur DDR and CSAC projects.

Under the overall guidance and supervision of the Programme Manager, the Management Analyst provides the overall administration and execution of varied and inter-related operational and logistical activities, ensuring high quality and accuracy of work. The Management Analyst promotes a client, quality and results-oriented approach:

The Management Analyst post serves as the day-to-day focal point for all queries directed to the Programme Manager and manages under the guidance and consultation with Senior Management all appointments and events for the Programme Manager in terms of getting required data, information and documentation compiled on his/her behalf.

Under the supervision of the Programme Manager and in close consultation with Senior Management comprising of the Programme Manager for Programme and Operations respectively oversees the programme’s management plans, both daily and long-term calendar and missions.

The Management Analyst works in close collaboration with the Operations, Programme staff of the project and CO staff to exchange information and ensure consistent service delivery.

 

Duties and Responsibilities

Summary of key functions:

  • Ensures the effective Management and financial control and overall management of  Regional Offices;
  • Ensures the proper Implementation of operational strategies of the project, including efficient use of financial resources;
  • Asset Management and Logistics Support with regard to the project management unit;
  • Ensures the proper facilitation of knowledge building and knowledge sharing;
  •  Assist  in planning, expenditure tracking and audit of financial resources in accordance with UNDP rules and regulations;
  •  Ensures the compliance with corporate rules and regulations in the field and elaboration of the regional office;
  • Applies sound judgment in alerting the Country Director and Senior Management to issues requiring his/her attention and advising him/her on decisions that affect the day-to-day work of the Country office. On a daily basis, the Management Analyst synthesizes and packages the considerable volume of information, demands, and issues confronting the Country Director in a manner that allows him/her to stay on top of issues while focusing on the key day to day administrative and strategic priorities of the Country office;
  • The Management Analyst is responsible for the coordination of the substantive flow of information optimizing, supporting the optimization of the Programme Manager’s interventions with external and internal partners, and individual staff.

Ensures implementation of operational strategies, focusing on achievement of the following results:

  • Review and ensure the full compliance of Management activities/logistics with UN/UNDP rules, regulations, policies and strategies, Interpretation of Management policies, rules and regulations and advice to senior management on their applications, taking into account their particular needs;
  • Provides supports to project management in the continuous analysis of corporate Management rules and regulations, assessing the impact of changes and making recommendations on their implementation in DDR project. Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results;
  • Review and advice DDR  Senior Management on new practices and their implementation;
  • Provide proper support in the implementation of operational strategies in collaboration with CO; effective implementation of the internal control; proper design and functioning of the Management system;
  • Development of procedures and practices that contribute to enhanced and improved Management;
  • Assist and elaborate in the proposals and implementation of cost saving and reduction strategies in consultations with project management.

Ensures implementation of operational and financial management strategies, and adapts processes and procedures, focusing on the achievement of the following results:

  • Review and ensure the full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
  • Provide continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects; Implementation of cost saving and reduction strategies;
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.
  • Assist in the management of the Financial resources through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations;
  • Provide the proper support to the preparation and monitoring of budgets of management projects;
  • Provide the required assistant to the establishment of the development projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels;
  • Draft and suggest the proper mechanisms to determines and eliminate deficiencies in budget management.

The key results have an impact on the overall economy, efficiency, and effectiveness of DDR programme operations as it relates to the use of corporate resources in the following areas:

  • Financial services;
  • Management Support.

The key results have a major impact on the efficiency of the Programe Manage’s office and the overall functioning of the DDR office. Good organization and flow of information strengthens the capacity of the Directorate and promote the image of the UNDP DDR Office. The work of the Management Analyst has impact in the timeliness and quality of DR response to CO.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Business Administration, Public Administration, Finance, Economics or related fields;
  • A Master’s degree in other disciplines combined with relevant years of experience (2 years) may be also considered.

Experience:

  • Minimum of 2 years of relevant experience at the national and international level in program/project financial management and/or managing staff and operational systems especially experience in Programme finance.

Language Requirements:

  • Excellent verbal and written English language skills
  • Knowledge of Arabic is an asset.
