Background

Pakistan is currently experiencing a dramatic growth in its youth population, a dynamic which will define the country’s development priorities for the next twenty years.  The rise of armed violence, especially amongst the youth, is one of the most pressing threats to peace, stability and development in Pakistan today.  Instability over the last decade has led to development reversals that have severely undermined Pakistan’s ability to meet national development targets; in particular the Millennium Development Goals.

The UNDP Youth and Social Cohesion project addresses the need to improve data and analysis on armed violence, while enabling conflict-prone communities to engage at-risk youths. The project will provide the government and civil society actors with technical expertise and evidenced-based data from its mapping and research interventions.  The project will work with communities in selected conflict-prone districts and agencies of Khyber-Pakhtunkhwa to strengthen youth participation and engagement in decision-making and providing facilities for community activities and services targeting youths. The project will equally target young women, as well as young men.

Duties and Responsibilities

The consultant will be required to work with the Chief Technical Adviser and analyze and map existing organizations in Pakistan that are doing incident mapping work in KP and FATA. The consultant will also develop the incident mapping methodology for the Youth and Social Cohesion project; and help commence the incident mapping component as part of the project.

Scope of work, responsibilties and description of the proposed work

The Consultant under the over-all supervision of Chief Technical Adviser will undertake the following key tasks:

Duration of Assignment, Duty Station and Expected Places of Travel

The overall consultancy period is 60 days; starting from the date of signing of the contract. The assignment will be mainly done through a home based work with occasional visit to UNDP Country Office as and when required by the Chief Technical Advisor.The consultant may be required to travel from the Duty Station during the consultancy. If travel is requested specifically by UNDP, the consultant will be reimbursed for this travel.

Deliverables

  • Assessment of the digital environment among CSOs in Khyber Pakhtunkhwa.
  • Develop the incident mapping methodology.
  • Help recruit and establish the incident mapping team.
  • Other tasks that are agreed upon in consultations with the Chief Technical Adviser.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Technical Proposal;
  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial proposal: including proposed fee and any other associated costs (as desired in the section 6. below);
  • Personal CV including past experience in similar projects and at least 3 references as well as P11 form duly filled-in and singed.

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments of Fees will be made upon satisfactory approval of each deliverable

  • Good knowledge of the social, political and economic situation of Pakistan;
  • Familiarity with social, political and economic situation of Pakistan;
  • Excellent report writing skills in English;
  • Should be able to meet deadlines efficiently;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Education:

  • The consultant must Advance university degree (at least Masters and equivalent) in development studies, economics, public policy or related fields.

Experience:

  • At least 6 years of relevant experience in the international development sector, including global experience in the use of ICT and Open Source Information;
  • Experience of working for UNDP or any of UN Agency would be an asset.

Language:

  • Fluency in written and spoken English;
  • Urdu is an asset.
