Background

Through a series of initiatives, the Office of the Senior Strategic Advisor aims at improving human development tracking and promotion through enhanced national capacity to generate and use indicators and disaggregated data for vulnerable and excluded groups, at strengthening capacities of national institutions to integrate social and economic policies for the reduction of poverty and inequality, and at identifying and addressing key areas of policy intervention in different countries of Latin America and the Caribbean in collaboration with Country Offices and other RBLAC thematic units.

The project “Multidimensional Progress for Human Development in Latin America and the Caribbean” will address all of these issues through the next Regional Human Development Report for Latin America and the Caribbean. This initiative will be key in addressing the multi-dimensional development challenges of middle income and SIDS countries –with a particular emphasis on the well-being of those left out by the decade-long commodity boom and those at risk from falling back into poverty.

Duties and Responsibilities

Support the implementation of activities for project 92631 – A Multidimensional Progress Agenda for Human Development in LAC.

Under the overall guidance and supervision of the RBLAC Senior Strategic Advisor or the person appointed by him, the Programme Support Consultant will contribute to the programme management and implementation of the project in consistence with UNDP rules and regulations. He/she will also ensure adequate reporting to ensure quality and timely delivery of goods and services related to the elaboration of the Regional HDR for Latin America and the Caribbean 2016.

Required Skills and Experience

Education:

  • Secondary Education, preferably with a specialized certification in Accounting, Administration or Finance;
  • University Degree in Business, Public Administration, Economics, Political or Social Sciences, is desirable but not mandatory.

Experience:

  • Five years of progressively responsible administrative or programme experience at national or international level;
  • At least five years of experience working with the UN System or similar international organizations;
  • Experience in working with UNDP, and knowledge of UNDP guidelines, rules, regulations and  its mandate is highly desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, ATLAS, etc.) and advanced knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in English and Spanish, both oral and written, is a mandatory requirement;
  • Working knowledge of other UN official language is an asset.

Documents to be included when submitting the proposals

Interested individual consultants must submit the following documents (in PDF format) duly signed to demonstrate their qualifications:

Proposal in English,  Letter of interest,  signed explaining why you are the most suitable consultant for the work.

Financial proposal: (Mandatory) The standard Letter of Confirmation of Interest and Availability supported by a breakdown of costs, which you must complete, sign and submit to UNDP (Annex 2).

Please note a financial proposal is a mandatory requirement for applying to this consultancy.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including number of anticipated working days).

Travel: In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
