In 2009, Malaysia announced to voluntarily reduce its emissions intensity of GDP by up to 40% based on 2005 levels by 2020, on the basis of transfer of technology and financial support from developed countries. According to Malaysia’s Second National Communication, both the cement production and the iron and steel production are among the key sources of national greenhouse gas (GHG) emissions in 2000. Many efforts have been implemented to reduce emissions from the sectors. Such efforts can be further enhanced through initiatives undertaken as nationally appropriate mitigation actions (NAMAs) that are expected to contribute to the overall national mitigation aspiration.

The Low Emission Capacity Building (LECB) Project in Malaysia aims to assist the country in enhancing national GHG inventory system (Outcome 1), promoting the uptake of nationally appropriate mitigation actions (NAMA) (Outcome 2) as well as designing measurement, reporting, and verification (MRV) framework (Outcome 3) that ultimately serves national priorities for low emission development strategies. The consultancy services are expected to contribute achieving the objectives of Outcome 2.

Duties and Responsibilities

Scope Of Work

The consultant shall carry out the following tasks:

  • Conduct an analysis of opportunities and strategies for mitigation for cement and iron and steel sectors in Malaysia. Mitigation actions and options in both sectors globally and nationally shall be reviewed. The global review shall include NAMA activities in other countries. The domestic assessment shall be carried out in close consultation with the Cement and Concrete Association of Malaysia and Malaysian Iron and Steel Industry Federation in order to compile past, current and future mitigation initiatives. The analysis shall result in an estimation of business-as-usual (BAU) emissions for each sector through 2030, evaluation the emissions reduction potential and implementation costs of a variety of mitigation options, and recommendations for the realisation of important mitigation opportunities;
  • Explore the role of NAMA in close consultation with the associations. At least one (1) NAMA document shall be developed in accordance to the template of United Nations Framework Convention on Climate Change (UNFCCC) NAMA Registry. The selected mitigation action can either be a NAMA for recognition or NAMA seeking international support. Other key stakeholders, and their roles, in the NAMA shall also be determined;
  • Act as resource person to the Ministry of Natural Resources and Environment (NRE) in events for stakeholder consultation.

Methodology

The consultant will work in close consultation with NRE, UNDP and both Associations. He/She will be primarily reporting to the Project Manager of the LECB Project based at the Environmental Management & Climate Change Division of Ministry of Natural Resources and Environment (NRE) and also reporting to the UNDP Programme Manager. The methodology includes desk research, data collection, discussions, interviews and meetings with relevant stakeholders, and discussions with NRE and UNDP Malaysia.

Expected Output

The consultant is expected to produce:

  • An Analysis Report that contains results of Task 1 in the Scope of Work. This includes the review of mitigation actions and options in both sectors globally and nationally, business-as-usual (BAU) emissions for each sector through 2030, evaluation of emissions reduction potential and implementation costs of a variety of mitigation options, and recommendations for the realisation of important mitigation opportunities;
  • A Final Report recording results of all Tasks in the Scope of Work. This includes update and/or revisions to the Interim Report, formulation of one (1) NAMA proposal for Cement industry,  one (1) NAMA proposal for Iron & Steel industry, roles of the steholders in the selected NAMAs, and submission of discussion notes and presentation materials and reports for meetings, workshop and consultations with stakeholders.

Deliverables and Timeline

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Annex.

  • All activities shall be reported and deliverables to be submitted to the LECB National Project Director, NRE.

Required Skills and Experience

Education Requirement:

  • Minimum Master’s degree, preferably in science, engineering, energy,  climate change or environment.

The consultant should have the following expertise and experience:

Professional Experience:

  • Minimum 5 years of experience in GHG emission reduction and climate change mitigation projects;
  • Demonstrated experience on GHG emission reduction, climate change mitigation projects in Malaysia is a must;
  • Experience in Clean Development Mechanism or in NAMA formulation will be advantage;
  • Experience in the Malaysian industrial sectors including working with the said associations will be preferred.

Language Requirement:

  • Proficient in English and Bahasa Malaysia.
