Background

The United Nations Development Assistance Framework (UNDAF) guides the work of UN agencies in the country. The current UNDAF (2010-2016) is due to end in June 2016. The UNDAF is being developed through an inclusive and participatory process jointly with the Government and other stakeholders.

In April this year, as part of the process of formulating the next UNDAF, the United Nations agencies, programmes and funds, together with the Government of Ethiopia, will be holding a Strategic Prioritization Retreat to determine the key areas of intervention for the next UNDAF which will run from July 2016 to June 2020. Civil society and donors will also attend. The Retreat will be attended by senior officials from Government, the UN, and donor and civil society communities.

The dates currently considered for the retreat are 27-28 April 2015. The location will in Addis Ababa, or close by.

Duties and Responsibilities

In this context, the UNCT seeks one international consultant to facilitate the 2016-2020 UNDAF Strategic Prioritization Retreat. The facilitator will help ensure that the objectives of the Retreat are met. These are:

  • To review major national development achievements and challenges and compare these with the capacity and the comparative advantages of the UNCT to actively support delivery of the national development agenda;
  • To identify priorities that are translated into draft UNDAF outcomes and their corresponding indicative outputs;
  • To review the key milestones in the road map for finalization of the UNDAF and make modifications, as needed;
  • To discuss and agree on the operationalization of the UNDAF.

The work will involve reviewing the UNDAF Road Map and the Country Situation Analysis and comparative advantage analysis, as well as other relevant UN and Government publications; and participating in and facilitating the Strategic Planning Retreat currently planned to take place from 27-28 April 2015 in or just outside Addis Ababa.

Competencies

Functional competencies:

  • Profound knowledge of the UN system and UN common country programming processes
  • (UNDAF);
  • Strong previous experience in training and in facilitating UNDAF Strategic Prioritization Retreats;
  • Knowledge of UN System and experience in working with United Nations Country Teams;
  • Excellent  communication  (spoken  and  written)  skills; 
  • Ability to articulate ideas in a clear and concise style in English.

Required Skills and Experience

Academic Qualifications:

  • Advanced University Degree (Master's or equivalent) in Social Sciences or a related field.

 Experience:

  • A minimum of 10 years of the relevant professional experience; previous experience with UNDAF formulations, evaluations and/or reviews;
  • Extensive experience in conducting trainings for senior officials and in facilitating Strategic Prioritization Retreats;
  • Specialized experience with facilitating high-level workshops and retreats;
  • Practical experience in East Africa and knowledge of the development issues in LDCs is an asset.

Language and other skills:

  • Excellent written and spoken English.
