Background

Family and Sexual Violence (FSV)/Gender Based Violence (GBV) remains a key development challenge in PNG, and has been prioritized in regional and national development plans, polices and strategies. Prevalence studies indicate that violence against women in the Pacific region is amongst the highest in the world. Based on anecdotal reports, small-scale surveys and perceptions of violence (including from the HIES, 2010-11), violence against women in PNG is understood to be unacceptably high.

In the last few years, the Government of Papua New Guinea with support from the development partners including the UN Gender Task team have been supporting the design and implementation of initiatives addressing Gender Based Violence at various levels. These initiatives have been aligned to the  National Policy for Gender Equality and Women’s Empowerment 2011-2015, which focuses on 3 main components; i)Women Equality and Representation; ii) Women’s Economic Empowerment; and; iii) Gender Based Violence and Vulnerability. Specific GBV interventions have been in the areas of capacity building for service providers, awareness-raising, and engagement of key stakeholders including the Police and the Justice System in stepping up the delivery of services to survivors of Gender Based Violence.

A key achievement has been the passing of the Family Protection Bill (2013). Its implementation will need to be secured through all existing and new interventions related to GBV/FSV.

Through support from the United Nations and DFAT, the Government of PNG, in cooperation with NGOs, FBO and the private sector, is rolling out a nationally driven GBV/FSV initiative aimed at institutionalizing a strong coordination, implementation and monitoring and knowledge management system to achieve effective prevention of GBV/FSV.

Part of the initiative includes the establishment of case management centers (Secretariats to the provincial FSVAC) – supported and financed by the respective provincial governments. The provincial Family and Sexual Violence Action Committee comprises government entities, civil society organisations, faith based organisations, and in some cases representatives of private sector interested in addressing the epidemic of GBV and FSV in PNG. The Secretariats will be mandated to support the work of the provincial FSVAC – especially in regards to providing quality support to survivors of GBV/FSV as part of an enhanced referral system.  The UNDP/Government GBV project will roll out its initial support to 4 provinces who are committed to the roll out of provincial FSVAC Secretariats.

UNDP is looking for an experienced Case Management Specialist and Coordinator who will lead the set up and programming of the provincial FSVAC Secretariat and One-Stop-Shop in selected minimum 4 provinces of Papua New Guinea. He/She will be responsible for the development of the Secretariat and OSS operations manuals and protocols. He/She will be responsible for the development of GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to developed protocols.

The position will be based in Port Moresby, with extensive traveling across Papua New Guinea and will report to UNDP GBV Advisor.

Duties and Responsibilities

Technical Quality and Program Management

  • Provide technical guidance, oversight and support to GBV interventions in provincial FSVAC Secretariats and One-Stop-Shops to improve the provision of quality case management and psychosocial support services to meet the needs of GBV victims and survivors;
  • Lead trainings on GBV case management, GBV response and preparedness for staff and partners;
  • Lead GBV assessments to identify patterns and risks of GBV and assess gaps to inform responses;
  • Oversee the implementation of One-Stop-Shop programming in FSVAC Secretariat to ensure it meets GBV best practice;
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy;
  • Lead in the development of quality reintegration interventions at the safe spaces that promote coping, resilience and strengthen supportive networks among women and girls;
  • Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming;
  • Contribute to the development of knowledge products.

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
  • Directly supervise the Provincial FSVAC Secretariat Managers and hold regular performance reviews;
  • Draft staff supervision plan on the base of which to deliver supervision services to provincial FSVAC Secretariat staff which will clarify supervision methodology, principles and approach, in addition to mechanisms for case monitoring;
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews;
  • Assist with the recruitment of Provincial FSVAC Secretariat staff;
  • Draft and implement comprehensive training programme targeting FSVAC Secretariats’ teams including GBV, gender sensitization, case-management modules, as well as advanced modules on sexual violence; sexual exploitation; criminal law related to GBV cases; reintegration of GBV survivors – approach and mechanisms.

Financial Management

  • Support implementation and ensure adherence to financial work plans, spending plans and monitoring and evaluation plans;
  • Work closely and coordinate with the National FSVAC and Department of Community Development to ensure compliance with requirements;
  • Ensure high-quality reports on activities, indicators and achievements;
  • Support the development and design of new budgets for funding that respond to needs identified in all provinces;
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.

Coordination & Representation

  • Enhance multi-agency and multi-sectorial cooperation and coordination with provincial FSVACs, partners, government, other NGOs and UN agencies to establish and strengthen appropriate GBV referral systems for survivors to access services in a timely and confidential manner;
  • Coordinate and lead advocacy efforts with other actors and sectors; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors;
  • Work closely with volunteers in relevant provinces and provide guidance for ongoing mentoring.

Required Skills and Experience

Education:

  • University degree in Social Sciences, Gender studies, Public health, Social Work, humanities, other related discipline or minimum 4 years of experience with progressively higher responsibility related to protection and empowerment services, preferably including management, staff supervision, capacity and institutional development.

Experience:

  • Demonstrate clear understanding of gender, human rights, and issues surrounding violence against women and girls;
  • Familiar with best practices around the world;
  • Previous experience leading teams on GBV response and risk mitigation strategies;
  • Experience facilitating trainings and workshops on responding to and preventing GBV;
  • Knowledge, skills and experience in participatory methods of community development and mobilization;
  • Experience in the Papua New Guinea context, particularly working in the social protection sector, preferably in services targeting women and addressing GBV.

Language

  • Strong skills in written communications in English particularly in preparing issue-based papers or reports;
  • Excellent spoken English is also required.

Technical Proposal

  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how you will approach and conduct the work (if applicable);
  • Evidence of similar assignment implemented in the last 4 years;
  • Personal CV including past experience in similar projects or assignment relating to this engagement with at least 3 references;
  • Financial Proposal detailing your lump sum fee for the entire assignment. All consultant must indicate the currency of their financial proposal;
  • Lump sum contract;
  • Personal CV and UN P11 form (can be downloaded from UNDP website).

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Your financial proposal shall include a breakdown of the lump sum.
 
All envisaged international travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. All travels shall be refunded by UNDP at economy class ticket. Should the IC wish to travel on a higher class he/she shall do so using their own resources.
 
In the case of unforeseeable travel, payment of travel costs including tickets (economy class), lodging and terminal expenses shall be paid at UNDP rate.
