Background

UNDP, with funds from the Swiss Agency for Development and Cooperation (SDC), is assisting Georgia to establish a modern system of vocational education and training in the area of agriculture and support extension services across the country. The Vocational Education and Training System will concentrate more on skills for practical farming and processing, while the Extension Service in Agriculture is moving towards a demand driven approach.

The project will contribute to the development of such a system in 3 areas :

  • Selected VET colleges and state Information Consultancy Centers will be assisted in the development and delivery of innovative, relevant and effective training programmes and advisory services;
  • Systems to produce qualified human resources (multipliers) that can offer various types of trainings and services to farmers and capacitate them with knowledge and practical skill will be set up in close collaboration with national partners and other SDC projects;
  • Setting up of a public private cooperation and partnership model for coordination and provision of VET and extension services in agriculture. Public and private stakeholders’ capacities will be strengthened, and cooperate under a national level platform.

Duties and Responsibilities

Under the overall supervision of the Project Manager the incubent will provide qualified support in all VET related project topics.

Implementation of Vocational Education and Training (VET) project activities in the field of agriculture according to yearly established project activity work-plans:

  • Participation in planning, monitoring and implementation of project activities related to Vocational Education and Training in the field of agriculture;
  • Coordination and participation in the development of vocational education programmes related to agriculture, modular programmes and implementing guidelines;
  • Support the elaboration of a knowledge database for modular programmes and teaching and learning materials related to VET in agriculture;
  • Support the implementation of teachers training measures based on innovative training methods in coordination with the Teachers Professional Development Center  (TPDC);
  • Managing project related working groups on learning environment and VET college physical infrastructure upgrading and work-based-learning;
  • Active contribution to UNDP and SDC supported Vocational Education and Training reform agenda.

Supporting project management activities:

  • Support to the elaboration of project tender documents and evaluation of contractor bids;
  • Supporting subcontractors, national and international consultants contracted by the project;
  • Ensuring quality of performance of project implementing partners, contractors and consultants;
  • Managing of VET School partnerships between Georgian VET colleges and European colleges;
  • Managing working groups nominated by the project stakeholders;
  • Working in close cooperation with the project team, namely the VET specialist and the Agricultural Extension Systems Specialist.

Co-ordination and communication with stakeholders:

  • Support to co-ordination and communication with Ministry of Education and Science as well as with Ministry of Agriculture;
  • Participation on behalf of UNDP in the VET council as advisor and support the design and application of the schemes for private sector involvement in VET;
  • Contribute to all donor coordination activities related to the VET and the agricultural portfolio.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in agriculture, education, social sciences, public policy analysis and other related disciplines. A degree from a University abroad is an asset.

Experience:

  • At least 5 years of professional experience in the sphere of vocational education;
  • Proven experience in working with public sector, private sector and donor organizations on the VET system and institutional development projects are required;
  • Experience in monitoring and evaluation of projects’ results will be an asset;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Experience in handling of web-based management systems;
  • Working experience in agriculture will be an asset.

Languages:

  • Fluency in Georgian and English is a must;
  • Knowledge of German language is desirable.
