Background

UNDP is the UN's global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies.  UNDP delivers three types of support to countries in HIV, health and development: (i) addressing the interactions between governance, human rights and health responses; (ii) helping countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve and sustain the Millennium Development Goals; and (iii) supporting countries in effective implementation of complex and multi-sectoral health projects funded by the Global Fund.

The Asia Pacific HIV, Health and Development Regional team is based in the UNDP Regional Hub in Bangkok, Thailand. It seeks to address the development challenges of the HIV epidemic in the region and support integrated, rights-based, multi-sectorial responses that promote the rights of people living with HIV and gender equality, and address the needs of most at risk populations. The Regional Hub also provides technical and substantive support to UNDP Country Offices as well as regional partners. The Programme Analyst will support the Region and the HIV, Health and Development team by providing expertise in knowledge management, communications, advocacy and results reporting, with a focus on 2 key partnerships: (i) the Multi-Country South Asia Global Fund HIV Programme, and (ii) the Being LGBT in Asia initiative – a partnership between UNDP, USAID and the Swedish Embassy.

The incumbent will work under the supervision of the HIV, Health and Development Team Leader in Bangkok to support policy and programme advisory services and contribute to communications, knowledge management, advocacy and results reporting.

Duties and Responsibilities

Summary of key functions:

Policy Advice/ Programme Support Delivery:

  • Provide research to support the delivery of technical policy advice and programme support that responds to regional and country office needs.

Policy Research and Development:

  • Provide relevant input to the team by analyzing data to support the quality assurance of policy services and foster policy innovation to enhance programme delivery.

Policy Positioning and Representation:

  • Craft and design publicity and communication materials, including power-point presentations, speeches, and press releases, and develop marketing plans for disseminating knowledge products;
  • Build awareness on the team’s work and projects through research and outreach.

Partnerships and Resource Mobilization:

  • Provide research and written materials to support the formulation of partnership strategies with UN and external partner institutions, including governments, NGOs, and CSOs;
  • Support proactive engagement with UNDP clients and partners in developing innovative knowledge-based services.

Partnership-building, communications, and outreach:

  • Initiate and support internal messaging and public advocacy on knowledge sharing developments and achievements, including by ensuring that content on websites is creative and current.

Knowledge Management:

  • Support a knowledge management approach and plan aimed at enhancing knowledge sharing and reporting on results;
  • Contribute to the development of new knowledge products, services and tools;
  • Support multimedia approaches by which knowledge is produced, managed, communicated and shared;
  • Ensure editorial management and content scheduling of online/web spaces and social media channels for the team and projects.

Required Skills and Experience

Education:

  • An advanced university degree (Master) in communications, public relations, public health, or a related field.

Experience:

  • Minimum of 2 years of relevant professional experience in communications or knowledge management;
  • Experience working in the field of HIV or public health is an asset;
  • Work experience from the Asia Pacific region is highly desirable;
  • High proficiency in research, analysis, and drafting documents;
  • Proficiency and experience in using contemporary software packages for web design, publishing and knowledge sharing;
  • Familiarity with the UN system and other development organizations is an asset.

Language Requirements:

  • Fluency and proficiency in English (written and verbal).
