Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside the 19 other UN agencies (FAO, ILO, OHCHR, UNDP Fiji Multi-County Office, UNDP Pacific Centre, UNDP Samoa Multi-County Office, UNAIDS, UNDSS, UNEP, UNESCAP, UNESCO, UNFPA, UN-Habitat, UNICEF, UNISDR, UNOCHA, UNV, WHO, WMO) in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

The MCO has field presences in Kiribati, Nauru, Samoa, Solomon Islands and Vanuatu and program presence in Tonga. Each field presence is led by a national Country Programme Coordinator.

UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

  • Advancing Gender Justice;
  • Ending Violence against Women (EVAW);
  • Improving Women’s Economic Empowerment (WEE);
  • Increasing Community Resilience through the Empowerment of Women to Address Climate Change and Natural Hazards – IREACH.

Ending Violence against women:

Violence against women (VAW) and girls is one of the most systematic, widespread human rights violations in the world.  The first ever national representative VAW surveys in the Pacific have revealed staggering rates of VAW in the Pacific. The countries which have undertaken the studies are Fiji, Kiribati, Samoa, Solomon Islands, Tonga, and Vanuatu.  The studies are currently being conducted in Nauru, Palau, Federated States of Micronesia, Cook Islands and Republic of Marshall Islands. Through these Family Health and Safety Studies, as they are called, there is now high-quality, comprehensive and global comparable data on VAW and strong and alarming evidence of the high prevalence and severity of violence committed against women by their intimate partners and others.

“From Policy to Action: Ending Violence against Women and Girls in the Pacific” is UN Women’s regional EVAW programme which aims to support a reduction in violence against women and girls in the 14 Pacific Island Countries  covered by the Fiji MCO.  The programme supports Pacific-led activities to improve the policy environment on ending VAWG as well as meet the immediate needs of women and men at the community level who are experiencing violence today; supports Pacific organisations to deliver services that meet the needs of survivors; and takes steps to prevent violence from occurring in the first place by working with media organisations and community organisations to promote community based solutions. The Fiji MCO EVAW programme manages the Pacific Regional Ending VAW Facility Fund (Pacific Fund); and coordinates the UN-Government Joint Programmes on Ending VAW in Kiribati and Solomon Islands.  UN Women’s work is framed under the UN Secretary General’s UNITE to end Violence against Women campaign and is informed by regional guidance such as the Pacific Leaders Gender Equality Declaration.

The EVAW Programme Specialist is the team leader with overall responsibility for the programme management and implementation of this evolving portfolio of work across the Pacific region. This includes oversight of all the regional EVAW staff and National Project Coordinators and ensuring strategic directions for EVAW programming. 

The EVAW Programme Specialist is responsible for programme management, resource mobilization, communication, oversight, trouble shooting, monitoring and evaluation, reporting and financial and human resources management.  EVAW Programme Specialist will liaise directly with strategic donors and development partners, with regional and inter-governmental organizations and National Governments and NGOs.

Duties and Responsibilities

Technical  Leadership and Coordination of the EVAW Programme:

  • Serve as the lead expert for UN Women’s EVAW Programme, providing technical advisory services and substantive leadership on policy and programme development to address violence against women and girls, based on knowledge of good practices and evidence-based approaches, to a range of implementing counterparts, including government, non-governmental, UN partners, UN Trust Fund grantees and Pacific Fund to End VAW grantees;
  • Provide strategic and substantive leadership in the conceptualization, development and oversight of implementation of the portfolio of programmes/projects supported by UN Women Pacific EVAW Programme including the Pacific Regional Ending Violence against Women Facility Fund, in alignment with the UN Women corporate and thematic strategies;
  • Represent UN Women in regional meetings and conferences, as well as UN inter-agency networks, on violence against women and girls;
  • Convene and provide substantive leadership for technical and programme-related meetings on the issue of violence against women and girls;
  • Prepare technical background documents and briefs within the context of UN Women's work in the region;
  • Lead the discussion on EVAW programmes with UN Women's multi country office for the Pacific on strategic opportunities for partnerships and new programmes in the region in line with the mandate of UN Women;
  • Monitor trends and issues related to Ending VAW and gender equality in the Pacific and develop strategic responses to opportunities and challenges;
  • Negotiate Joint Programmes with multi-lateral, bilateral, regional and national organizations working on governance and gender justice programmes.

Programme and Project Management, Communication and Knowledge Management:

  • Provide strategic oversight and ensure timely implementation of key projects within the EVAW Programme - including Pacific Regional Ending Violence against Women Facility Fund project (the largest project in the EVAW Programme), Joint Programmes on Ending VAW, Pacific UNiTE Campaign;
  • Provide oversight, close guidance and direction to ensure strategic focus, result orientation and effectiveness and efficiency of the overall EVAW programme;
  • Supervise the Project Manager of the Pacific Fund to End VAW and the team of National Coordinators for Pacific Fund in 8 countries, and other EVAW Program staff, volunteers and consultants;
  • Develop programme and project planning frameworks, research framework and communications strategy with the support of the technical support team and partners;
  • Oversee, monitor and assure quality control in the substantive and financial implementation of high quality, results-based, rights-based and relevant country programmes and projects in line with corporate guidelines and consistency with corporate policies and strategies;
  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies through direct involvement and provision of advisory services as needed;
  • Work closely with government and national partners to ensure ownership and delivery of programmes;
  • Lead UN Women's efforts to ensure ongoing and substantive communication with partners as well as current and potential donors;
  • Manage, coordinate and provide guidance for high quality reporting for those donors who have contributed to the EVAW programmes, especially the Pacific Fund  in a timely fashion;
  • Lead and manage the preparation of UN Women reports and knowledge products as required, ensuring relevancy, quality and appropriateness of content and presentation.

Advocacy, Donor Relations and Resource Mobilization:

  • Carry out ongoing advocacy to ensure that UN support towards the realization of national plans and priorities are undertaken in a gender responsive manner, and within agreed regional and international frameworks that promote and protect gender equality;
  • Liaise and build partnerships with International and Regional Organizations, Heads of governments and civil society and other multilateral and bilateral donor partners to harmonize efforts to strengthen the Ending VAW Program;
  • Identify, develop and follow-up on strategic opportunities for resource mobilization to allow for EVAW Programme expansion.

Financial and Human Resources Management:

  • Ensure that the EVAW Programme, and its projects, has the human and financial resources and capacities needed to respond to requests for assistance and to deliver on programme commitments;
  • Manage the EVAW Programme resources and administration to ensure proper utilization of allocated funds and accountability;
  • In close coordination with the Project Manager of the Pacific Fund, manage the EVAW staff and office in an empowering and effective manner, paying particular attention to training and mentoring;
  • Provide clear direction and monitor performance of the teams working on the EVAW Programme based on specific benchmarks;
  • Develop terms of reference/job descriptions for new staff, consultants and contractors, and oversee the recruitment processes;
  • Develop short term as well as long term perspectives on staffing issues including succession planning where relevant, increased possibilities of transition to national staffing and staff capacity development.

Impact of Results:

The key results have an impact on inter-agency coordination, the creation of strategic partnerships, and the development and dissemination of knowledge and communications tools and products around the EVAW Campaign.

Required Skills and Experience

Education:

  • Master’s degree in Social Science (International Development studies, Gender/Women's studies, Economics, Law, Social Work, Sociology and/or a closely related discipline).

Experience:

  • A minimum of 7 years of progressively responsible experience in international development work preferably focused on, or strongly involving ending VAW and gender equality at national, regional and international levels. Experience in project development/ management and coordination, personnel management, as well as in budget preparation and oversight.

Languages:

  • Proficiency in written and spoken English. Knowledge of another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
