Background

As of January 2011, as per decision of the Country Coordination Mechanism (CCM) and the Global Fund to Fight AIDS, TB and Malaria (GF), the United Nations Development Programme in Kyrgyzstan has become Principal Recipient (PR) of several Global Fund’s grants. UNDP has set up Grants Implementation Unit which is responsible for implementation of all GF grants in Kyrgyzstan for which UNDP is a PR.

The grant on HIV infection is the largest programme in UNDP’s portfolio. Its annual funding is over US$10 million. UNDP entered into contracts with over 40 organisations which provide services to intravenous drugs users, sex workers, men having sex with men and people living with HIV through more than 100 service delivery points in the country.

Under the supervision of HIV Coordinator in the Kyrgyz Republic, the Monitoring and Evaluation Specialist is responsible for monitoring and evaluation of the HIV grant activities and providing support in enhancing the national system of monitoring and evaluation of HIV infection in the Kyrgyz Republic.

The Monitoring and Evaluation Specialist works in Bishkek with extensive travels to the oblasts of the country. The M&E Specialist is responsible for maintaining and improving the existing M&E system of the HIV grant including evaluation of sub-recipients in accordance with program work plan and budget.

The Monitoring and Evaluation Specialist cooperates with UNDP staff in the Kyrgyz Republic, governmental and non-governmental organizations to implement activities outlined in the approved project document, work plans and HIV grant budget.

Duties and Responsibilities

Functions / Key Results Expected:

  • Within the HIV grant conducts monitoring and evaluation of project activities in accordance with project work plan and budget and approved indicators including monitoring of funds disbursement vs. utilization and data quality at all levels;
  • Revises and introduces integrated forms of monitoring and reporting;
  • Develops plans of monitoring visits within the project, conducts regular joint monitoring field visits to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, with the involvement of the relevant partners and SRs and processes travel reports;
  • Participates in strengthening of the monitoring and evaluation system at the national level jointly with national institutes;
  • Provides technical support to the national institutions/programmes and SRs in assessing their current status and developing capacity building plans to strengthen their M&E systems
  • Supervises all programmatic and technical aspects of maintaining existing MIS as well as provides recommendations for improvement if needed.
  • Leads preparation and supervises implementation of survey and researches, including bio-behavioral sentinel survey.
  • Analyses data obtained during monitoring and evaluation process and provides recommendations on programme improvement to the programme staff of the PIU, organizations participating in the project implementation, and organizes periodic grant performance review meetings as required
  • Develops and introduces system of assessing effectiveness of activities conducted within the project.
  • Verifies compliance of activities with the project document and work plan. Makes recommendations on improvement of activities and increase its effectiveness;
  • Assesses capacity and provides training to the staff of UNDP and specialists of sub-recipients on principles of monitoring and evaluation;
  • Contributes to the development of Progress Update/Disbursement request to the Global Fund on a semi-annual basis.
  • Drafts Dashboard report to the CCM on a regular basis, drafts other relevant reports as necessary
  • Contributes to the development of annual report on grant’s implementation;
  • Performs other duties within the scope of responsibilities as required by the HIV Grant Coordinator and/or Programme Manager.

Required Skills and Experience

Education:

  • Bachelor degree in public health, sociology or other social sciences.

Experience:

  • Minimum 4 years of programmatic experience in programmes or projects;
  • At least one year of experience in monitoring and evaluation;
  • At least one year of experience in conducting research and surveys is desirable;
  • Experience in HIV programmes is a strong asset;
  • Epidemiological literacy and skills in epidemiological surveillance is a strong asset;
  • Knowledge and understanding of monitoring and evaluation system;
  • Computer literacy (MS Word, Excel, Power Point, Internet and e-mail)

Language:

  • Fluency in English and Russian languages;
  • Knowledge of Kyrgyz language is an asset.
