Background

Starting from January 2011, as per decision of the Country Multisectoral Coordination Committee (CCM) and the Global Fund to Fight AIDS, TB and Malaria (GF), the United Nations Development Programme in Kyrgyzstan has become Principal Recipient (PR) of three Global Fund grants.

Beginning from July 1st, 2011 UNDP started implementation of the HIV grant. The grant is aimed at prevention and treatment of HIV infection, with particular emphasis on improving the quality of services for the main target groups – injecting drug users, female sex workers, men who have sex with men, prisoners and people living with HIV. A Grants Implementation Unit was established in UNDP responsible for implementation of all GF grants in Kyrgyzstan for which UNDP is the Principle Recipient. The Unit includes various programme, procurement, finance and M&E positions.

Under the guidance and supervision of the Programme Manager the HSS and HIV Grant Coordinator co-ordinates the activities of personnel working in the team, and is responsible for implementing measures for prevention and treatment of HIV /AIDS.

Duties and Responsibilities

Functions/ Key Results Expected:

  • Supports UNDPs commitment to transition to a National Principal Recipient, through sharing knowledge, experience, policies and practices;
  • Introduces modern methods of prevention and treatment of HIV infection and support to people living with HIV within the grant;
  • Propose suggestions to improve the system of care for HIV infection in compliance with international standards;
  • Analyzes the epidemiological situation and ensure compliance with guidance and standards of the WHO;
  • Plans and manages the activities within the grant on HIV prevention in civic sector and  penitentiary system in accordance with the approved work plan and budget;
  • Supervises programme and health system strengthening specialists of the Grants Implementation Unit of the Global Fund in the Kyrgyz Republic who are responsible for HIV prevention;
  • Liaises with, and supports all finance, procurement specialists and administrative staff working on the HIV grant activities, cooperates and coordinated closely with other GF grants’ personnel to ensure better joint and improved overall efficiency;
  • Supports Specialists at Ministry of Health who are directly involved in developing the capacity of Ministry of Health;
  • Monitors progress of HSS initiatives against workplans, and proactively manages potential bottlenecks;
  • Controls programme performance on a regular basis and puts all efforts to implement it in a timely manner;
  • Manages partnerships with relevant national partners from government and public sectors;
  • Initiates activities to strengthen national systems of aid provision in the field of HIV infection;
  • Ensures regular monitoring of sub-recipient performance and recommends  corrective action, as necessary;
  • Analyzes the program needs and timely recommends a redistribution of the funds to the most significant activities;
  • Monitors financial delivery and timely reprogramming of savings to increase the grant impact;
  • Prepares regular reports on HIV grants implementation process for submission to the donor, CCM and other national and international partners;
  • Provides technical contributions to various thematic groups and networks on HIV issues
  • Monitors expense of funds for timeliness and effectiveness within the program;
  • When required conducts monitoring visits to assess ongoing activities;
  • Participates in hiring process of staff, mentors, supports and evaluates  staff performance under her/his supervision;
  • Makes presentations on the program achievements, documenting the best practices and disseminates them;
  • Performs other tasks within the scope of responsibilities as required by the Programme Manager of the GF Grants Implementation Unit in the Kyrgyz Republic.

Required Skills and Experience

Education:

  • Master's degree or equivalent education in medicine, management, law, social sciences or other relevant area.

Experience:

  • Minimum 2 years of experience in project management in the field of HIV prevention or other public health areas;
  • Knowledge and understanding of latest international guidance in responding to HIV infection.
  • Experience in partnership management with state and public organizations;
  • Experience in managing donor relations
  • Experience in managing and supporting teams;

Language:

  • Fluency in English and Russian languages;
  • Knowledge of Kyrgyz language is an asset.
